Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) whether the Government is operating coaching/vocational
guidance centres for SC/ST in Andhra Pradesh;
(b) if so, the number and locations of such centres currently functional
in the country, State/UT and district-wise in Andhra Pradesh,
especially Konaseema;
(c) the details of the number of applications received and students
currently enrolled at the said centres during the last three years in
the country, State/UT-wise and district-wise in Andhra Pradesh,
especially Konaseema;
(d) the details of the facilities provided by the Government to SC/ST
candidates enrolled in the said centres, like free lodging, meals,
stipends, travel allowances etc. including number of beneficiaries
in the country, State/UT-wise, district and centre-wise in Andhra
Pradesh;
(e) whether the Government has any plans to establish new
coaching/vocational training centres for SC/ST youth in Andhra
Pradesh during current financial year and if so, the details thereof;
(f) the details of the fund allocated, released and utilised for SC/ST
coaching centers during the last three years and current years,
State/UT-wise and district-wise in Andhra Pradesh; and
(g) the details of the number of SC/ST candidates in Andhra Pradesh
secured employment/qualified in competitive exams post-training,
year and district-wise?

(a) & (b): Ministry of Labour and Employment is implementing the
“Welfare of SC/ST jobseekers Scheme”. The objective of the scheme isto enhance the employability of SC/ST jobseekers through vocational
guidance, career counselling, computer training, pre-recruitment training
etc. Till date, 25 National Career Service Centres for SC/ST (including
one Centre at Vishakhapatnam in Andhra Pradesh) have been opened as
per the request of State/ UT and are functional. The location of these

(c): The details of the number of applications received and the number
of students enrolled during the last three years in the country, State/UT-
wise including Andhra Pradesh is at Annexure I.
(d): A stipend of Rs. 1000/- per month per candidate is paid through
Direct Benefit Transfer besides free books & stationery of worth Rs.
1000/- per candidate for the entire course. The States/UTs wise number
of beneficiaries in the country including Andhra Pradesh is at Annexure
II.
(e): The scheme envisaged opening of these Centres as model
institutes to enhance the employability of SC/ST jobseekers through
guidance/coaching/training in States/UTs on their request. The State /UT
Govt. are at liberty to open similar Centres in the States/UTs from their
own resources depending on their requirement.
(f): This is a Central Sector Scheme. There is no specific States/UTs
allocation of funds under the scheme.
(g): The objective of the scheme is to enhance the employability of
SC/ST jobseekers, however, efforts are also made to place the SC/ST
candidates by organizing job fairs. Offer of appointment has been given
to 191 SC/ST candidates during the years 2023-25, through the job fairs
organized by NCSC Centre, Vishakhapatnam (A.P.) in collaboration with
State Govt./NGOs, etc.
