SHRI BASTIPATI NAGARAJU: SHRI DAGGUMALLA PRASADA RAO: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) the details regarding the States and Union Territories that have prepared and submitted their Coastal Zone Management Plans (CZMPs) to the Central Government under the Coastal Regulation Zone (CRZ) Notification, 2019; (b) the details of CZMPs approved and pending along with the reasons for pendency, State/UT- wise; (c) whether the Government has issued any guidelines or directions to expedite preparation and approval of CZMPs; and (d) if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) & (b) The Coastal Zone Management Plans (CZMPs), prepared in accordance with the provisions of the Coastal Regulation Zone (CRZ) Notification 2019, have been approved for the States of Odisha, Karnataka, Maharashtra, and Kerala, as well as for eight coastal districts of Gujarat (Vadodara, Anand, Ahmedabad, Porbandar, Junagadh, Devbhumi Dwarka, Jamnagar, and Gir Somnath). In accordance with the Island Coastal Regulation Zone (ICRZ) Notification 2019, the Integrated Coastal Regulation Zone Plans (ICRZPs) for nine islands of the Andaman and Nicobar Islands (Great Nicobar Island, Little Andaman, North Andaman, Middle Andaman, Baratang, Swaraj Dweep, Rutland, Car Nicobar, and Kamorta) and the Integrated Island Management Plans (IIMPs) for five islands (Smith Island, Long Island, Flat Bay, Shaheed Dweep, and Netaji Subhas Chandra Bose Dweep) have also been approved. Further, IIMPs for twenty-three islands of Lakshadweep [Bangaram, Tinnakkara and Barali II & III, Bitra, Chetlat, Kiltan, Kadamat, Suheli, Minicoy, Viringili, Valiyakara, Agatti & Kalpitti, Amini, Androth, Kalpeni, Cheriyam, Pitti, Kodithala, Tilakam (East & West), and Kavaratti] have been approved. 1The status of updation of CZMPs under the CRZ Notification, 2019 in the remaining Coastal States/UTs is as follows: S/No. Coastal States / Status of CZMPs/ICRZPs/ IIMPs UT’s 1. Andaman & Out of the 32 islands, ICRZPs/IIMPs for 14 islands, prepared Nicobar (UT) under the ICRZ Notification 2019, have already been approved. With regard to the remaining 18 islands (comprising four ICRZPs and fourteen IIMPs), public hearings have been completed for nine islands; proposals for six islands are currently under consideration by the Technical Scrutiny Committee (TSC); draft maps for two islands are under preparation; and the draft IIMP of Aves Island has not yet been finalized in view of SLP No. 25446/2019 pending before the Hon’ble Supreme Court. 2. Gujarat The Coastal Zone Management Plans (CZMPs) of eight coastal districts of Gujarat, Vadodara, Anand, Ahmedabad, Porbandar, Junagadh, Devbhumi Dwarka, Jamnagar, and Gir Somnath, have already been approved. The draft CZMPs of the six coastal districts, Morbi, Amreli, Bhavnagar, Bharuch, Navsari, and Valsad, were sent to the State Government after recommendation by the Technical Scrutiny Committee (TSC). The CZMPs of the remaining two districts, Kutch and Surat, are currently with state government for further action as per the revision suggested by the TSC. 3. Andhra Pradesh Out of the 13 coastal districts of Andhra Pradesh, public hearings have been completed for 12 districts, and the draft CZMPs of these 12 districts are currently with the State Government for further action as per the recommendations of the Technical Scrutiny Committee (TSC). Public hearings for the draft CZMP of Visakhapatnam district have not yet been completed. 4. Daman & Diu Public hearings have been completed for the two coastal districts of Daman and Diu, and the draft CZMPs are currently with the UT Administration for further action as per the recommendations of the Technical Scrutiny Committee (TSC). 5. Goa The draft CZMP of Goa State is under preparation by the State Government in accordance with the CRZ Notification, 2019. 6. Puducherry (UT) Public consultations on the draft CZMPs for Mahe and Yanam were successfully completed. The Government of Puducherry is in the process of conducting public hearings for the draft CZMPs of Puducherry and Karaikal to enable their further consideration. 7. Tamil Nadu In Tamil Nadu, the draft CZMP prepared by the National Centre for Sustainable Coastal Management (NCSCM) is pending with the State Government for further necessary action. 28. West Bengal The draft CZMPs for all three coastal districts were sent to the State Government after recommendation by the Technical Scrutiny Committee (TSC). (c) & (d) The Ministry has undertaken sustained and repeated efforts to expedite the updation of Coastal Zone Management Plans (CZMPs) prepared under the CRZ Notification 2011 so as to align them with the provisions of the CRZ Notification 2019. Guidelines were initially issued vide Office Memorandum dated 26/06/2019, clearly outlining the procedure and timelines for the updation process. Further, in compliance with the directions of Hon’ble National Green Tribunal (Principal Bench) in O.A. No. 249 of 2023, a review meeting was convened in the Ministry on 16/02/2024 with officials of Coastal States/UTs to assess the status of CZMP updation under the CRZ Notification, 2019, and specific directions were issued for expeditious finalization of CZMPs. In addition, the matter has been repeatedly deliberated by the National Coastal Zone Management Authority (NCZMA) in its 45th (01/09/2022), 46th (01/09/2023), 47th (23/10/2024), and 48th (26/09/2025) meetings. During these meetings, officials of Coastal States/UTs were sensitized about the urgency of the matter, and necessary directions were issued for expeditious completion of the task. ***** 3
