GOVERNMENT OF INDIA MINISTRY OF AGRICULTURE AND FARMERS WELFARE DEPARTMENT OF AGRICULTURE AND FARMERS WELFARE RAJYA SABHA UNSTARRED QUESTION NO. 823 TO BE ANSWERED ON 06/02/2026 COMPENSATION FOR CROP LOSS UNDER VARIOUS SCHEMES 823. SHRI SANJAY SINGH: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the details of the total area of crops affected or lost (in acres) due to drought, flood, hailstorm, unseasonal rainfall and other natural calamities since 2020-21, State-wise, year- wise; (b) the total amount of claims/compensation paid under PMFBY, RWBCIS, NDRF/SDRF during the said period, year-wise, State-wise, scheme-wise; (c) total amount released by Central Government and State Governments under each scheme, year-wise, State-wise; (d) the total amount pending under each scheme, year-wise, State-wise; and (e) the number of beneficiaries and total insured area (in acres) covered under each scheme, year-wise and State-wise? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE (SHRI RAMNATH THAKUR) (a) to (c): As per the National Policy on Disaster Management (NPDM), the State Government is primarily responsible for providing necessary relief measures on ground level in the wake of notified calamities including floods. The State Governments undertake relief measures in the wake of natural calamities from funds available in the form of the State Disaster Response Fund (SDRF) in accordance with the Government of India approved items and norms. Additional financial assistance, over and above SDRF, is considered from the National Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster of ‘severe nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT). The financial assistance provided under SDRF and NDRF is by way of relief and not for compensation of losses suffered/ claimed. Data regarding the area of crops affected or lost (in acres) due to drought, flood, hailstorm, unseasonal rainfall and other natural calamities in the country is not maintainedcentrally. However, details of crop loss/damage data since 2020-21 to 2024-25 as reported by the State Governments & UTs other than drought, hailstorm, pest attack & cold wave, is as at Annexure – I. Further, Details of cropped Area affected as reported by States due to drought during the years 2020-21 to 2024-25 are at Annexure – IA. Pradhan Mantri Fasal Bima Yojna (PMFBY) provides comprehensive risk insurance against crop damage from pre-sowing to post-harvest for crops and area notified by the concerned State Government. This scheme is voluntary for States as well as farmers. All willing farmers are eligible to enroll under the scheme. The Government of India communicated an advisory to the States/UTs to opt Alternate Risk Transfer Mechanisms (ARTM) from the tender cycle of Kharif 2023 to Rabi 2025-26. In this advisory, the State Governments/UTs may be allowed to choose Alternate Risk Management models viz. (i) Cup and Cap (60-130) Model and (ii) Cup and Cap (80-110) Model and (iii) Profit & Loss sharing (0-350) model. States have been given the flexibility to choose any one of these models. Due to adoption of these models, the premium rates have significantly reduced thereby reducing the outgo of Government of India and States. State-wise details of allocation and releases of funds under State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF) during the years from FY 2020- 21 to FY 2024-25 is at Annexure – II. State-wise and year-wise details of claims paid under PMFBY & RWBCIS from FY 2020-21 to FY 2024-25 (as on 31.12.2025) are at Annexure – III. State-wise and year-wise details of Central Share & State Share of Premium Subsidy (in Rs. Crore) under PMFBY & RWBCIS from FY 2020-21 to FY 2024-25 (as on 31.12.2025) are at Annexure – IV. (d): State-wise and year-wise details of pending claims under PMFBY & RWBCIS from FY 2020-21 to FY 2024-25 (as on 31.12.2025) are at Annexure – V.
