In response to Lok Sabha Unstarred Question No. 833 on July 24, 2025, regarding the Jal Jeevan Mission (JJM), the Minister of State for Jal Shakti, Shri V. Somanna, provided the following information:
The JJM, a centrally sponsored scheme, was launched in August 2019 with the goal of providing Functional Household Tap Connections (FHTCs) to every rural household by December 2024. The initial central outlay approved for supporting States and Union Territories was ₹2,08,652 crore, which has been almost fully utilized.
At the Mission's outset, 3.23 Crore (16.7%) rural households had tap water connections. As of July 21, 2025, States and UTs report that approximately 12.44 Crore additional rural households have been provided with tap water connections under JJM, bringing the total to 15.67 Crore (80.94%) out of 19.36 Crore rural households with tap water supply.
Recognizing the need to focus on infrastructure quality, long-term sustainability, and citizen-centric water service delivery, the Finance Minister announced in the 2025-26 budget the extension of the JJM until 2028 with an enhanced total outlay. A proposal for the continuation of the Jal Jeevan Mission until 2028 with an enhanced total outlay is under consideration of the Government.

Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the Government originally targeted completion of the Jal Jeevan Mission (JJM) by
December 2024 and if so, the details thereof along with the current status of progress made under
the said Mission;
(b) whether the Government has sought an additional 2.79 lakh crore for the completion of the
Mission and if so, the details thereof;
(c) whether the Expenditure Secretary-led panel has approved only a part of the requested
amount and proposed a 46% cut in central funding support upto December 2028 and if so, the
details thereof; and
(d) the steps being taken by the Government to address the funding gap and the impact this may
have on the pace and quality of implementation in various States?

(a) to (d) The Government of India had launched Jal Jeevan Mission (JJM), a centrally sponsored
scheme, in August 2019, aiming to provide Functional Household Tap Connections (FHTCs) to
every rural household by 2024. At the time of the launch, the Government also approved support for
the States and UTs with a central outlay of ₹2,08,652 crore. The approved Central outlay has almost
been utilized.
At the beginning of the Mission, only 3.23 Crore (16.7%) rural households were reported to have tap
water connections. So far, as reported by States/ UTs as on 21.07.2025, under Jal Jeevan Mission
(JJM) – Har Ghar Jal around 12.44 Crore additional rural households have been provided with tap
water connections. Thus, as on 21.07.2025, out of 19.36 Crore rural households in the country, more
than 15.67 Crore (80.94%) households are reported to have tap water supply in their homes.
To achieve the goal of the Mission with focus on quality of infrastructure and Operation &
Maintenance of rural piped water supply schemes for long term sustainability and citizen centric
water service delivery, Hon'ble Finance Minister during her budget speech 2025-26 has announced
extension of Jal Jeevan Mission until 2028 with enhanced total outlay. Accordingly, a proposal for
continuation of Jal Jeevan Mission until 2028 with enhanced total outlay is under consideration of
the Government.
