unit in the said hospital, critical patients are referred to Lucknow resulting in many cases of patients
dyingen-route due tolackof timely treatment;
(c) the current status of necessary laboratory, screening and other diagnostic facilities required for
examinationandtreatment of heartdisease andotherserious diseases; and
(d) the steps being taken by the Government to upgrade the cardiac unit, modern laboratory and

(a) & (b): Health is a state subject, the primary responsibility of providing healthcare services lies
with the respective State/UTs. However, the Ministry of Health and family Welfare provides
technical and financial support to the States / UTs to strengthen the public health care system, based
onthe proposals receivedinthe form of ProgramImplementationPlans(PIPs) underNational Health
Mission Scheme. The Government of India provides approval for the proposal in the form of Record
of Proceedings (RoPs) as per norms and available resources. The details of health facilities initiated
