Parliament Question: Conditions of employment exchanges

GOVERNMENT OF INDIA MINISTRY OF LABOUR AND EMPLOYMENT RAJYA SABHA UNSTARRED QUESTION NO. 95 TO BE ANSWERED ON 29TH JANUARY, 2026 CONDITIONS OF EMPLOYMENT EXCHANGES 95. SHRI ANIL KUMAR YADAV MANDADI : Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) whether Government has made any thorough survey/assessment regarding the conditions of employment exchanges across the country; and (b) if so, the details of outcome thereof particularly related to those aspects of employment exchanges where it could function as potential provider of employment opportunities to youth of the country? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (b): ‘Employment’ being a subject under the Concurrent List, the Employment Service in India is the Joint concern of the Central and State Government. Directorate General of Employment, Ministry of Labour and Employment is responsible for laying down policies, standards and procedures for coordination of the National Employment Service at all India level. The Employment Exchanges function under the direct administrative and financial control of the respective State Government /UT Administration. The Central and State Government jointly undertake technical evaluation of the Employment Exchanges in each state. Based on these joint technical evaluations, state consultations and keeping in view the need for modernization and digital revolution, the National Employment Service has been transformed into National Career Service (NCS) project since 2015 to provide a variety of employment related services. Under the NCS project, Government is providing financial assistance to the states for creation of modernised infrastructure and establishing IT enabled Model Career Centres (MCCs). Model Career Centres (MCCs) are a brick and mortar model of NCS, which act as a hub to provide career related services such as organising job fairs, mobilise the employers, provide career counselling at local level etc. in collaboration with States and other institutions to the jobseekers and employers through outreach activities. Till now, the Government has approved 407 Model Career Centres. *****
