(a) to (d): 'Rural Roads' is a State subject. Pradhan Mantri Gram
Sadak Yojana (PMGSY) was launched in the year 2000 as a one-time
special intervention to provide rural connectivity, by way of a single
all-weather road, to the eligible unconnected habitations of
designated population size in the core network for uplifting the socio-
economic condition of the rural population. Subsequently, new
interventions, namely, PMGSY-II, Road Connectivity Project for Left
Wing Extremism Affected Areas (RCPLWEA), PMGSY-III, Pradhan
Mantri Jan Jati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) and
PMGSY-IV were added under the ambit of PMGSY for new
connectivity and upgradation of rural roads. The unit for PMGSY is a
habitation and not a village.
Under PMGSY I programme (2000-2025), 1,62,774 habitations
have been provided all weather road connectivity and the
sunset date of PMGSY-I has expired on 31st March, 2025 (except
Chhattisgarh). State/UT-wise numbers of habitations
connected under PMGSY-I is given at Annexure-I.
PMGSY-II was launched for upgradation of select Through
Routes and Major Rural Links (MRLs) with a target to upgrade
50,000 km in various states and Union Territories. Under PMGSY
II program (2013-2025) 49,082 km of the roads have been
upgraded. Under this scheme in Maharashtra the road length
sanctioned was 2618.91 km and number of bridges was 108. Out
of this 2585.91 km road length is completed along with 108
bridges.
In the year 2013, to provide better connectivity to LWE affected
regions, special provision was made to provide connectivity to
habitations in the population category of 100-249.
Subsequently, in the year 2016, Road Connectivity for Project
Left Wing Effected Areas (RCPLWEA) was launched as separate
vertical under PMGSY. Under RCPLWEA, out of 12,092 km
sanctioned roads 9,763 km has been completed. Under this
scheme in Maharashtra the road length sanctioned is 619.68 km

is completed along with 107 bridges, so far.
PMGSY III program (2019-2026) envisages consolidation of the
existing Rural Road Network by upgradation of existing
1,25,000 km Through Routes and Major Rural Links that connect
habitations to Gramin Agricultural Markets (GrAMs), Higher
Secondary Schools and Hospitals. Out of the sanctioned
1,21,082 km road, the achievement is about 1,01,900 km. The
balance road works are targeted to be completed by
2026. Under this scheme in Maharashtra the road length
sanctioned is 6,409.03 km and number of bridges is 213. Out of
this 4,820.95 km road length is completed along with 12
bridges, so far.
Under PM-JANMAN (2024 onwards), out of a total target of 8,000
km of rural roads, 7,323.75 km of road length has been
sanctioned (including in Maharashtra of 50.14 km length), as on
10-12-2025, for providing connectivity to 2,909 habitations of
Particularly Vulnerable Tribal Groups (PVTGs). The sanctioned
works are in different stages of construction. The timeline for
implementation of PM-JANMAN is till March 2028. State-wise
details of length and habitations sanctioned under PM-JANMAN
is at Annexure-II.
The Government has launched PMGSY IV on 11th September
2024 for providing road connectivity of 62,500 Kms to 25,000
unconnected habitations which have become eligible due to
their population increase. Unconnected habitations having
500+ population in plain areas; 250+ in NE and Hill States/UTs,
Special Category Areas (Schedule V Tribal Areas, Aspirational
Districts/Blocks, Desert Areas); and 100+ in LWE-affected areas
(as notified by MHA in 9 States), as per Census 2011, are eligible
for coverage under PMGSY-IV, as per population norms of the
programme. The PMGSY IV is being implemented in
convergence with two targeted initiatives for ensuring inclusive
access in backward and marginalised areas, namely,
(i) Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA):
Habitations with 500+ population and 50% or more ST
population, or habitations with 50+ ST population in the 250+
category in Aspirational Districts, as per Census 2011, are
given priority under PMGSY IV.
Page 3 of 8(ii) Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-
AJAY): Habitations with 500+ population and 40% or more SC
population are given priority under PMGSY-IV.
Under PMGSY IV programme (2024-2029), the States have
conducted survey using Gram Sadak Survey application and
uploaded the details of 40,547 habitations as unconnected
habitations. The details are placed in Annexure-III.
In Maharashtra, the State Government has mapped 196
habitations as unconnected habitations after the survey in 26
districts—Ahilyanagar, Aurangabad, Beed, Buldhana, Dhule,
Gadchiroli, Hingoli, Jalgaon, Jalna, Kolhapur, Latur, Nanded,
Nandurbar, Nashik, Osmanabad, Parbhani, Pune, Raigad,
Ratnagiri, Sangli, Satara, Sindhudurg, Solapur, Thane, Washim,
and Palghar—using the Gram Sadak Survey Application.
As the preliminary identification of eligible habitations under
PMGSY-IV has been completed by the State Governments, the
Ministry is working closely with the State Governments,
including Maharashtra, to finalise and sanction proposals as per
the guidelines. The timeline for implementation of PMGSY IV is
till March 2029.
Parliamentary constituency wise details are not maintained in
the Ministry. Shirdi parliamentary constituency comprises parts
of the district of Ahilyanagar. In Ahilyanagar district, under
PMGSY program, since inception of scheme road length of 1818
km was sanctioned, out of which 1642 km of road construction
has been completed and 125 km is under construction. The
details of works sanctioned and completed under the verticals
of PMGSY in the district are given at Annexure-IV. The State
Government survey report indicates that the Shirdi Lok Sabha
Constituency of Maharashtra does not have any eligible
unconnected habitations, as per the PMGSY IV guidelines.
