Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to
state:
(a) whether the Prime Minister’s Council on Climate Change (PMCCC) has been
constituted;
(b) if so, the details thereof including the date of constitution, composition of members,
functions and terms of reference;
(c) if not, the reasons therefor and the steps being taken by the Government to operationalise
the Council; and
(d) the details of the number of meetings held during the last five years along with the dates,
agenda items and key decisions taken, meeting-wise?

(a) to (d) The Prime Minister's Council on Climate Change (PMCCC) was initially constituted
by the Government of India on 6 June 2007 and was finally reconstituted with further
amendments to membership on 14th July, 2015. The terms of reference (ToR) of PMCCC
involves evolving a coordinated response to issues related to climate change at the national
level; provide oversight for formulation of action plan in assessment, adaptation, technology
support, and mitigation of climate change; and periodic monitoring of key policy decisions.
The PMCCC is chaired by the Hon’ble Prime Minister of India, and comprises of Minister of
Environment, Forest and Climate Change, Minister of External Affairs, Minister of Finance,
Minister of Jal Shakti, Minister of Agriculture and Farmers Welfare, Minister of Housing and
Urban Affairs, Minister of Science and Technology, Minister of Power, Minister of Coal and
Minister of New and Renewable Energy, Cabinet Secretary, Foreign Secretary, Secretary
(Environment, Forest, and Climate Change) and four experts as members. The Principal
Secretary to Hon’ble Prime Minister is the member convenor of the PMCCC.
Meetings of PMCCC are convened on a need basis. The last meeting was convened on 25th
April 2025. The discussions, decisions and guidance provided in the meeting focused on
climate scenarios in the Global and Indian context, various initiatives and climate action taken
