Parliament Question: Constitution of air ticket fare regulation committee

GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION RAJYA SABHA UNSTARRED QUESTION NO. : 1766 TO BE ANSWERED ON THE 9th March 2026 CONSTITUTION OF AIR TICKET FARE REGULATION COMMITTEE 1766. SHRI I.S. INBADURAI Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether Government proposes to constitute an Air Ticket Fare Regulation Committee to examine rising airfare prices and protect passengers from excessive fare fluctuations, if so, the details thereof; (b) whether the proposed committee will include Members of Parliament, aviation experts, consumer rights representatives and common passenger representatives to ensure transparent and balanced decision-making, if so, the composition proposed; and (c) whether Government has received complaints regarding abnormal surge in pricing during festivals, emergencies and peak travel seasons, whether committee will examine the feasibility of fixing reasonable fare bands or regulatory mechanisms to prevent predatory pricing by airlines if so, the details thereof and action taken? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a) to (c): Airfares are not subject to regulation by the Government after repeal of Air Corporations Act, 1994. Airlines have the flexibility to determine their airfares based on their operational needs, while adhering to Rule 135 of the Aircraft Rules, 1937. The Government generally refrains from regulating airfares to maintain market competitiveness, however, it remains vigilant oversight role, intervening in exceptional circumstances by redistributing capacity across various sectors and imposing temporary fare caps, such as during Pandemic, festivals like Maha kumb, Pahalgam incident & recently massive Indigo flight disruptions. ******
