GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS RAJYA SABHA UNSTARRED QUESTION NO - 2185 ANSWERED ON –11/03/2026 CONSTRUCTION AND MAINTENANCE OF NATIONAL HIGHWAYS IN UTTAR PRADESH 2185 Dr. LAXMIKANT BAJPAYEE: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) name and total length of National Highways in Uttar Pradesh at present; (b) National Highways constructed in UP along with length, in the last five years and the amount of expenditure spent on it; (c) the details of maintenance of National Highways done in UP in the last five years and the amount of expenditure spent on it; (d) the plan of National Highways to be constructed in UP in future with details of budget allocation; and (e) the problems being faced by Government for the construction and maintenance of Highways in UP and the measures taken to overcome such problems? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) Details of National Highways (NHs) in the State of Uttar Pradesh along with total length are annexed. (b) to (e) Development and maintenance of NHs is a continuous process. Works on NHs, including the NHs in the State of Uttar Pradesh, are accordingly taken up based on the traffic density, condition of road and synergy with PM Gati Shakti National Master Plan to keep the NHs in traffic worthy conditions. Maintenance and Repair (M&R) of NH stretches, where development works have commenced or Operation, Maintenance and Transfer (OMT) Concessions / Operation and Maintenance (O&M) Contracts have been awarded, are the responsibility of the concerned Concessionaires / Contractors till the end of Defect Liability Period (DLP) / Concession Period. For the remaining NH stretches, Government has taken a policy decision to undertake maintenance works either through Performance based Maintenance Contract (PBMC) or through Short Term Maintenance Contract (STMC).The year-wise details of length of NHs constructed/ developed in the State of Uttar Pradesh during the last 5 years and current year is as follows: Sr. No. Year Length in km 1 2020-21 917 2 2021-22 824 3 2022-23 642 4 2023-24 939 5 2024-25 906 6 2025-26 (Till Jan 2026) 723 The details of funds allocated and expenditure incurred towards development and maintenance of NHs in the State of Uttar Pradesh during each of the last five years and the current year are as follows: Amount in Rs Crore Year Allocation Expenditure 2020-21 18,768.18 18,768.18 2021-22 13,944.09 13,944.09 2022-23 21,453.40 21,453.40 2023-24 28,113.83 28,113.83 2024-25 20,682.48 20,664.95 2025-26 (Till Jan 2026) 21,210 19,380 Details of M&R works sanctioned/ ongoing and completed on NHs in the state of Uttar Pradesh during last 5 years and current year are as follows : Cost of Works (In Crore Rupees) Sanctioned/ Ongoing works 1578 Completed works 733 Various factors such as issues related to land acquisition, delays in pre-construction activities, financial difficulties faced by contractors, force majeure events, and scarcity of construction materials etc. have resulted in delays and cost overrun in certain projects. The Government has taken number of steps to prevent such delay like awarding projects after adequate preparation in terms of land acquisition. Also, various initiatives including streamlining and expediting the land acquisition process through Bhoomi Rashi portal, revamping the Parivesh Portal to facilitate faster forest and environmental clearances, enabling online approval of General Arrangement Drawings (GAD) for Road over Bridges (ROBs) and Road under Bridges (RUB) from the Railways, and conducting review meetings at various levels with all stakeholders, including State Governments.
