CONSTRUCTION OF NEW ROADS UNDER PMGSY

Will the Minister of RURAL DEVELOPMENTbe pleased to state:
(a) the details of the total funds allocated to various States
including Maharashtra under thePradhan Mantri Gram Sadak
Yojana (PMGSY) during the last ten years, State and year-wise;
(b) the details and number of new roads constructed out of the said
funds during the aboveperiod, State-wise;
(c) the details of roads approved, constructed and presently under
progress, particularly in theBeed Parliamentary Constituency
and the Marathwada region of Maharashtra;
(d) the number of rural roads constructed in various districts of
Maharashtra especially in thesaid constituency;
(e) whether the Government is aware that aspirational districts and
less populated ruralvillages often remain deprived of all-weather
road connectivity under PMGSY; and
(f) whether the Government is considering any special provisions,
flexible norms or relaxationin the minimum population criteria
particularly in the said constituency?

(a): The details of the total Central funds released to the various
States including Maharashtra under Pradhan Mantri Gram Sadak
Yojana (PMGSY) during the last ten years and current year, State
wise are given at Annexure-I.
(b): Under various interventions of the PMGSY, a total of 71,406
roads of 3,71,088.81 km length and 9,228 bridges have been
constructed across the country including in the State of Maharashtra(1,367 roads of 9,721.58 km length and 461 bridges) during the last
ten years and current year. The State-wise details may be accessed

(c)& (d): In the Beed Parliamentary Constituency of Maharashtra,
since inception till date (05.02.2026), a total of 272 roads of 1,180.27
km length and 43 bridges have been sanctioned under various
interventions of PMGSY. Out of these, 258 roads of 1,082.53 km
length and 42 bridges have already been completed. Only 14 roads of
84.75 km length and 1 bridge under PMGSY-III, are at various stages
of execution. The timeline for completion of works under PMGSY-III is
up to March 2026.
The Marathwada region comprises the districts of Aurangabad
(now Chhatrapati Sambhajinagar), Jalna, Beed, Parbhani, Latur,
Nanded, Osmanabad, and Hingoli. The details of works sanctioned,
completed and balance in the districts of Maharashtra under various
interventions of PMGSY, since inception till date, are given at
Annexure-II.

Report. The details covered pertains to rural roads sanctioned under
PMGSY and other verticals of PMGSY.
(e) & (f): The primary objective of PMGSY-IV is to provide all-
weather road connectivity to about 25,000 unconnected habitations
of population size 500+ in plains, 250+ in Hill States/ UTs and North-
Eastern Region (NER), Special Category Areas (Tribal Schedule-V
Areas, Desert Areas, Aspirational Blocks/ Districts) and 100+ in LWE
affected Districts (areas notified by MHA) in 9 States as per Census
2011.
PMGSY is designed as an area development programme, with
the ‘habitation’ as the unit and aims to provide all-weather road
connectivity to eligible habitations, thereby ensuring access for the
entire population, those living in and around farm and non-farm
production centers. To ensure inclusive and equitable access in
backwards and marginalized areas, PMGSY-IV is being implementedin convergence with two flagship inclusion-focused initiatives,
namely:
(i) Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA):
Habitations with 500+ population and 50% or more ST population, or
habitations with 50+ ST population in the 250+ category in
Aspirational Districts, as per Census 2011, are given priority under
PMGSY IV;
(ii) Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY):
Habitations with 500+ population and 40% or more SC population are
given priority under PMGSY-IV.
At present the PMGSY IV guidelines are continued as such.
