Shri Sanatan Pandey: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details and total length of the roads sanctioned and constructed under the various phases, Phase-I, Phase-II and Phase-III of the Pradhan Mantri Gram Sadak Yojana (PMGSY) in Ballia, Uttar Pradesh; (b) whether the several proposals for the Ballia district under PMGSY Phase-II are pending as on date; (c) if so, the reasons therefor; (d) the time by which the said proposals are likely to be sanctioned; and (e) the measures prescribed to ensure proper maintenance of the roads constructed under PMGSY? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) to (d): The details of works sanctioned and completed under various interventions/verticals of PMGSY in Ballia District of Uttar Pradesh as on 12.3.2026 are as under:- Vertical Sanctioned Completed No. of Road Length No. of Road Length (in Road (in Km) Road Km) works works PMGSY-I 227 527.49 226 516.43 PMGSY-II 15 99.65 15 97.23 PMGSY-III 32 233.08 32 233.08 Note: The difference between the sanctioned and completed length is due to reduction in road length, change in alignment, the construction of part length by other agencies, etc. Page 1 of 2(e): PMGSY roads are constructed by the State Governments with a design life for at least 10 years. As per PMGSY guidelines, maintenance of roads constructed under the programme is the responsibility of the State Governments, and all road works are covered by initial five-year maintenance contracts to be entered into along with the construction contract, with the same contractor, as per the Standard Bidding Document. Maintenance funds to service the contract are required to be budgeted by the State Governments and placed at the disposal of the State Rural Roads Development Agencies (SRRDAs) in a separate maintenance account. On expiry of this 5 year post construction maintenance, PMGSY roads are required to be placed under Zonal maintenance contracts consisting of 5 year maintenance, including renewal as per cycle, from time to time. The Ministry has also entered into a Memorandum of Understanding(MoU) with all the States/UTs for ensuring that the States/UTs will provide the necessary funds for maintenance of roads constructed under PMGSY III/IV for the entire design life of the roads, which is 10 years. ***** Page 2 of 2
