SHRI ANURAG SHARMA: Will the Minister of RAILWAYS be pleased to state: (a) the present status of the construction of the Road Over Bridge (ROB) by the Railway Department for Jhansi-Lalitpur route at level crossing number 369 on the Jhansi-Manikpur rail section in Jhansi district of Uttar Pradesh; (b) whether the Railway Department is likely to fully finance and construct a permanent road overbridge on the said crossing keeping in view that it handles more than three lakh Train Vehicle Units (TVU) and if so, the details thereof; (c) the details of the decisions taken in this regard at the meeting held on November 10, 2025 at the Chief Secretary level of the Government of Uttar Pradesh; (d) the time by which implementation is likely to begin; (e) the timeframe for the approval and implementation of this proposal which is pending with the North Central Railway division of the Railways; and (f) the expected improvement in regional traffic, transportation and rail safety upon the completion of the ROB on this bridge and the benefits is likely to provide to local residents? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (f) : Sanctioning and execution of works of Road Over Bridges/ Road Under Bridges (ROBs/RUBs) is a continuous and ongoing process on IndianRailways. Such works are prioritized and taken up on the basis of its impact on safety and mobility in train operations and impact on road users. Nos. of ROBs/ RUBs constructed on Indian Railways during the period 2004-14 vis a vis 2014-25 (upto Dec’25) is as under: Period ROBs/ RUBs constructed 2004-14 4,148 Nos. 2014-25 (upto Dec’25) 13,882 Nos. As on 01.01.2026, 4,769 Nos. ROBs/RUBs are sanctioned at the cost of ₹ 1,14,298 crore on Indian Railways including 772 Nos. at the cost of ₹ 15,210 crore in the state of Uttar Pradesh which are at various stage of planning and execution. The work of construction of 04-lane Road Over Bridge (ROB) in lieu of Level Crossing (LC) No. 369 at Km. 1131/01-02 on Jhansi-Manikpur section was sanctioned on cost sharing basis with Sate Govt. General Arrangement Drawing (GAD) has been approved. However subsequently, State Govt. has requested Railways to take up the work on railway cost. Accordingly, the work for preparation of revised estimate has been taken up. Completion of any ROB/RUB work depends on various factors like, fixing of approach alignment, approval of General Arrangement Drawing (GAD), land acquisition, removal of encroachment, shifting of infringing utilities, statutory clearances from various authorities, law and order situation in the area of project / work sites, number of working months in a year for particular project / work sites due to climatic conditions etc. All these factors affect the completion time of the projects / works. *****
