SHRI RAJESH RANJAN: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government has taken any decision in regard to construct Road Over Bridges/Road Under Bridges at Ranipatra, Belouri Chowk Railway Crossing, Janata Chowk Railway Crossing, Purnia Court Station Area, Kasba Station Railway Crossing, Jalalgarh Railway Crossing, Garh Banaili Railway Crossing, Banmankhi Railway Crossing, Janakinagar Railway Crossing, Rupauli Railway Crossing at Rupauli Halt located in Purnia Court, Saharsa Railway Section and Banmankhi Bihariganj Railway section under East Central Railway and Purnia Katihar Railway section under North Eastern Frontier Railway; and (b) if so, the details thereof including the date by which the ROBs/RUBs are likely to be constructed at the said locations? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) and (b): A Statement is laid on the Table of the House. ***** §STATEMENT REFERRED TO IN REPLY TO PARTS (a) AND (b) OF STARRED QUESTION NO.280 TO BE ANSWERED ON 11.03.2026 IN LOK SABHA (a) and (b): Sanctioning of works of Road over Bridge (ROB)/Road under Bridge (RUB) in lieu of Level crossings (LCs) is a continuous and dynamic process of Indian Railway. Such works are prioritised and taken up on the basis of its impact on safety in train operations, mobility of trains & impact for road users and feasibility etc. No. of ROBs/ RUBs constructed on Indian Railways during the period 2004-14 vis a vis 2014-26 (upto Jan’26) is as under: Period ROBs/ RUBs constructed 2004-14 4,148 Nos. 2014-26 (upto Jan’26) 14,024 Nos. (including 571 Nos. in the State of Bihar) As on 01.02.2026, 4,802 Nos. ROBs/ RUBs are sanctioned at a cost of ₹ 1,14,196 Cr on Indian Railways including 301 Nos. Road Over Bridge (ROB)/Road Under Bridge (RUB) at a cost of ₹ 10,981 Cr in State of Bihar which are at various stages of planning and execution. Bellory LC No. KJ-13 at Km The work of construction of ROB has Chowk 25/2-3 on katihar- been sanctioned at a cost of ₹ 45Jogbani section crore. The work is being executed by Bihar Rajya Pul Nirman Nigam Limited (BRPNNL) on single entity basis. Contract has been awarded. Janta Chowk LC No. 5 at Km 4/5- The work of preparation of DPR for railway 6 on Saharsa- construction of ROB at this location crossing Purnea section has been taken up. Purnea Court LC No. 6 at Km 5/5- The work of preparation of DPR for station area 6 on Katihar-Purnea construction of ROB at this location section has been taken up. Kasba LC No. KJ-20 at Km The work of preparation of TFR / DPR Station 35/4-5 on katihar- for the construction of ROB/RUB at this Railway Jogbani section location has been taken up. crossing Jalalgarh LC No. KJ-30 at Km The work of preparation of Technical Railway 46/8-9 on katihar- Feasibility Report / Detailed Project crossing Jogbani section Report (TFR / DPR) for the construction of ROB/RUB at this location has been taken up. Garh Banailli LC No. KJ-18 at Km The work of construction of ROB has Kasba 31/1-2 on katihar- been sanctioned at a cost of ₹ 59 Jogbani section crore. The work for land acquisition has been taken up. Garh Banailli LC No. KJ-24 at Km The work of preparation of Technical Railway 40/0-1 on katihar- Feasibility Report / Detailed Project crossing Jogbani section Report (TFR / DPR) for the construction of ROB/RUB at this location has been taken up.Banmankhi LC No. 45 at Km The work of construction of ROB has Railway 37/2-3 near been sanctioned at a cost of ₹ 91 crossing Banmankhi Yard crore. The work of preparation of GAD has been taken up. Jankinagar LC No. 52 at km The work of preparation of DPR for Railway 41/5-6 on construction of ROB at this location crossing Jankinagar- has been taken up. Banmankhi section Jankinagar LC No. 54 at Km The work of preparation of DPR for Railway 44/5-6 on Murliganj- construction of ROB at this location crossing Jankinagar section has been taken up. Rupali LC No. 61 at Km The work of preparation of Technical railway 49/6-7 on Murliganj- Feasibility Report / Detailed Project crossing Jankinagar section Report (TFR / DPR) for the construction of ROB/RUB at this location has been taken up. Completion of any ROB/RUB work depends on various factors like, fixing of approach alignment, approval of General Arrangement Drawing (GAD), land acquisition, removal of encroachment, shifting of infringing utilities, statutory clearances from various authorities, law and order situation in the area of project / work sites, number of working months in a year for particular project / work sites due to climatic conditions etc. All these factors affect the completion time of the projects / works. Further, Railways have taken following measures to expedite the progress of work: i. Joint survey with concerned State Govt./Road Owning Authority is done before finalizing the General Arrangement Drawing (GAD) to ensure smooth execution.ii. Periodic meetings of Railway & State Government officials are done to resolve various issues related to ROB/RUB works. iii. Standardization of superstructure drawings for various combinations of span, skewness and width of road on Railway portion has been done to avoid delays during the design approval. This has been issued in the form of compendium, which can be directly adopted for Road Over Bridge across Railway lines for expeditious planning. iv. ROB/RUB works are planned to be executed on a single entity basis by Railway wherever possible. In case any Road Owning authority/State Govt. wants then Railway may permit them to execute the work on a single entity basis. *****
