CONSULTATIONS WITH INDIAN LABOUR CONFERENCE
3151. SHRI TIRUCHI SIVA:
Will the Minister of Labour and Employment be pleased to state:
(a) details of last meeting of the Indian Labour Conference;
(b) whether it is a fact that the Shram Shakti Niti 2025 was drafted without
any consultation with the Indian Labour Conference; and
(c) the details of last 10 tripartite consultations held by the Ministry and the
results thereof?
ANSWER

(a): The last meeting of the Indian Labour Conference (ILC) i.e. the 46th
Session of the Indian Labour Conference (ILC) was held in New Delhi from
20-21 July, 2015.
(b): The Ministry of Labour and Employment, Government of India, has
drafted the “Shram Shakti Niti 2025-National Labour & Employment
Policy” as a comprehensive vision document aimed at building an
inclusive, fair, and resilient ecosystem for workers, including women,
informal sector workers, and self-employed persons, in furtherance of
India’s goal of becoming a Viksit Bharat by 2047.
The draft policy emphasizes cooperative federalism, evidence-based
policymaking, and digital transparency. It provides a framework for
coordinated action among the Centre, States, and social partners
including the representatives of the workers to ensure that the benefits of
growth are shared widely and equitably.
The draft Shram Shakti Niti 2025 was placed in public domain for
feedback, comments and suggestions and subsequently a tripartite
consultation on the draft policy was held under the Chairmanship of
Hon’ble Union Minister for Labour & Employment and Youth Affairs &
Sports.
(c): The Central Government has undertaken nine tripartite
consultations on all the four Codes on 10.03.2015, 13.04.2015, 06.05.2015,
14.07.2015, 06.10.2015, 04.10.2017, 22.11.2018, 27.11.2018 and
05.11.2019 with all Central Trade Unions, Employers’ Associations and
State Governments.
Further, three tripartite consultations had also been undertaken on
24.12.2020, 12.01.2021 and 20.01.2021 for discussion on the draft Central
Rules under all the four Codes.
