COVERAGE AND ENROLMENT UNDER ESI SCHEME IN UTTAR
PRADESH
5908. SHRI RAJEEV RAI:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a) whether it is a fact that 74 out of 75 districts of Uttar Pradesh have
been covered under the Employees’ State Insurance (ESI) Scheme
and if so, the date of notification including the details of remaining
districts;
(b) the details of latest number of insured persons and contributing
establishments in Uttar Pradesh, district-wise, including Mau
district;
(c) whether any assessment has been made regarding coverage gaps,
awareness levels or enrolment shortfalls in rural areas, such as
Ghosi constituency and if so, the details thereof; and
(d) the details of steps taken by the Government to improve
enrolment, outreach and timely delivery of medical benefits in
Mau district?
ANSWER

(a): All the 75 districts of Uttar Pradesh (UP) are covered under the
Employees' State Insurance (ESI) Scheme. The district-wise, date of
notification of ESI Scheme in UP is at Annexure-I.
(b): The district-wise, number of Insured Persons (IPs), including
Mau district in the Uttar Pradesh, is at Annexure-II.

Presently, all 75 districts of UP are covered with Regional Office
(RO) at Kanpur and 03 Sub Regional Offices (SRO) at Varanasi, Noida
and Lucknow. The number of contributing employers, RO/SRO-wise
are as under:

(c) & (d): ESIC has launched the Scheme to Promote Registration
of Employers/ Employees (SPREE, 2025) for the period from 1st July
2025 to 31st January, 2026 to offer a one-time opportunity for
employers and employees who may have been inadvertently left out
from ESI coverage to register without concern for retrospective
coverage or punitive action.
Total 1,38,718 new employers and 1,12,72,772 employees
have been added across the country, during the Scheme till
31.01.2026 including 11,359 new employers and 10,00,612 new
employees in the state of Uttar Pradesh.
At present, ESI Services are available in Mau district of
Uttar Pradesh through State run Dispensary, for primary treatment of
the insured persons and their dependents. Secondary medical care in
Mau district, is being provided by Employees' State Insurance
Corporation (ESIC) Hospital in Varanasi. For tertiary treatment, a
network of total 136 empanelled medical institutions has been
established across the Uttar Pradesh region, where ESI beneficiaries
may avail medical services on cashless basis in emergency
situations.
