(a) whether the Government is aware that not all districts of Andhra Pradesh have
beneficiaries Pradhan Mantri Kishan Maandhan Yojana (PMKMY) under key schemes such
as Paramparagat Krishi Vikas Yojana (PKVY), PM-Kisan Maan dhan Yojana, and the
scheme for promoting Farmer Producer Organizations (FPOs);
(b) if so, the reasons for uneven coverage across districts and the steps being taken to
ensure equitable access and participation of farmers from all districts;
(c) the number of farmer clusters formed and the area covered under PKVY in Andhra
Pradesh, district-wise, especially in Palnadu;
(d) the number of registered FPOs in Andhra Pradesh, district-wise; and
(e) the number of farmers enrolled and currently receiving pensions under the PM-Kisan
Maandhan Yojana in Andhra Pradesh, district-wise?

(a) & (b): Pradhan Mantri Kisan Maan Dhan Yojana (PMKMY), a central sector scheme,
is a voluntary and contributory pension scheme for the entry age group of 18 to 40 years
with a provision of minimum monthly assured pension of ₹ 3000/- on attaining the age of 60
years, subject to exclusion criteria. The Scheme aims to create a social security net for the
small and marginal farmers during their old age. The amount of the monthly contribution
ranges between ₹ 55 to ₹ 200 per month depending upon the entry age of the farmers into
the Scheme. Govt. of India also provides matching contribution in the pension account of
the farmers. The Life Insurance Corporation (LIC) of India is the fund manager for the
Scheme. The district-wise details of farmers enrolled under PMKMY in the State of Andhra
Pradesh is at Annexure-1.
Under the Paramparagat Krishi Vikas Yojana (PKVY), Organic farming is being
promoted in all the States/UTs (except North Eastern States) including Andhra Pradesh
since 2015-16. The scheme stresses on end-to-end support to farmers engaged in organic
farming i.e. from production to processing, certification and marketing. Primary focus of the
schemes is to form organic clusters, with preference to small and marginal farmers, to create
a supply chain. Under PKVY, assistance of Rs. 31,500 per hectare in 3 years is provided
for promotion of organic farming. Out of this, assistance of Rs. 15,000 per hectare is
provided to farmers through Direct Benefit Transfer for on- farm /off –farm organic inputs
including organic compost. Financial assistance of Rs. 4,500/- per hectare in 3 years is
provided for marketing, packaging, branding, value addition etc. Rs. 3,000/- per hectare for
3 years is provided for certification and residue analysis. Assistance is also provided @Rs.
9,000/- per hectare in 3 years for training, awareness and capacity building. The district-
wise information on organic farming is not maintained centrally.
Farmer Producer Organization (FPO) is a generic name which refers to an
organization of farmer-producers incorporated/registered under Part IXA of the Companies
Act or under the Co-operative Societies Act of the respective States and formed with the
objective of reaping collective benefits through economies of scale in the production and
marketing of agriculture and allied sector. The concept behind Farmer Producer
Organizations is that farmers, who are producers of agricultural products, can form groups.
To facilitate this process, Small Farmers Agribusiness Consortium (SFAC) was mandatedby the Department of Agriculture and Cooperation, Ministry of Agriculture, Government of
India. The Government of India will support the State Governments in the formation of
Farmer Producer Organizations (FPOs). The district-wise details of FPOs registered in
Andhra Pradesh is attached at Annexure-2.
(c): The details of number of clusters, area covered and farmers benefited under PKVY
