(a) whether the Ministry has conducted any objective assessment of ongoing crisis in
Manipur due to which farmers have lost their livelihood and has badly affected the
utilisation of agricultural farmland;
(b) if so, the extent of the loss, particularly the agricultural land that has remained unutilised
due to the crisis, district-wise;
(c) the effect on foodgrain production/yield arising from such non-utilisation of land; and
(d) the number of farmers affected and farmer casualties reported therefrom?

(a) to (d): Agriculture is a State Subject. As reported by the State Government of
Manipur, an assessment of agricultural farmland affected by the violence has been
conducted. The district-wise details of the affected agricultural farmland are as follows:

State Government of Manipur has assessed food-grain production/ yield loss due to
non-utilization of land at about 27,269 MT, with 9,182 farmers affected and 11 farmer
casualties (8 injuries and 3 deaths).The Government of India supplements the effort of the State Government by providing
assistance for relief of immediate nature through two ways (i) State Disaster Response Fund
(SDRF) and (ii) National Disaster Response Fund (NDRF) as per established procedure. The
allocation of funds under SDRF and NDRF is based on the recommendations of the successive
Financial Commissions. For SDRF, the contribution is made by the Central Government and
State Governments in the ratio 90:10 for the North-Eastern and Himalayan States, while in
NDRF, the entire contribution in the fund comes from the Central Government.
