CROP LOSSES DUE TO NATURAL DISASTER

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) the data on crop losses reported due to natural disasters during the last three years,
State/UT-wise and year-wise;
(b) the details of existing inter-ministerial coordination mechanisms involving the
Ministries/Departments of Science & Technology, Earth Sciences, Water Resources,
Environment, Forests & Climate Change and Agriculture for managing climate-induced
risks and emergencies affecting agriculture;
(c) whether the Government has undertaken any assessments or reviews in the last three
years regarding the effectiveness of these coordination mechanisms and if so, the details
thereof; and
(d) whether the Government has received any proposals or recommendations for
establishing a dedicated National Agriculture Disaster Management Authority (NADMA),
if so, the details thereof?

(a): As received from Ministry of Home Affairs, details of cropped area affected due to
hydro-meteorological disasters during the years 2022-23 to 2024-25 is at Annexure-I.
(b) & (c): The primary responsibility for disaster management rests with the State
Governments concerned. The Central Government supplements the efforts of the State
Governments and provides requisite logistics and financial support. There are well
established institutional mechanisms for inter-ministerial coordination involving various
central Ministries/Departments & central for managing natural calamities affecting
agriculture; which are at Annexure-II.
(d): No proposal for establishing a dedicated National Agriculture Disaster
Management Authority (NADMA) is under consideration in DA&FW.Annexure-I

Mechanisms for inter-ministerial coordination for managing Natural Calamities
Central Drought Relief Commissioner (CDRC):
Additional Secretary in the Department of Agriculture, Cooperation and Farmers Welfare
(DAC&FW) serves as the CDRC to monitor the drought conditions, issue advisories,
coordinate with other Ministries of the Central Government, State Governments and
relevant agencies to mitigate/combat the effect of drought.
Crisis Management Group (CMG):
Crisis Management Group (CMG) under the Chairpersonship of Additional Secretary &
Central Drought Relief Commissioner periodically reviews the state of drought
preparedness, take appropriate decisions and reports the developments to the Union
Agriculture Secretary, the National Crisis Management Committee (NCMC) and the State
Governments. The CMG includes representatives from Ministry/Department of Animal
Husbandry & Dairying, Agricultural Research and Education, Drinking Water and
Sanitation, Environment, Forests & Climate Change, Food & Public Distribution, Health
& Family Welfare, Home Affairs, India Meteorological Department, Earth Sciences, Land
Resources, Petroleum & Natural Gas, Power, Railways Rural Development, Housing
and Urban Affairs, Water Resources, River Development and Ganga Rejuvenation,
Women & Child Development, Panchayati Raj.
Crop Weather Watch Group (CWWG):
The Crop Weather Watch Group for Drought Management (CWWGDM), in the DA&FW,
acts as an Inter-Ministerial mechanism, which meets at least once a week during June to
September period to monitor drought situation in the country. The composition of the
Group includes representatives from DA&FW, Ministry of Jal Shakthi, Ministry of Power,
Department of Food & PD, Department of Consumer Affairs, ICAR-CRIDA, Indian
Meteorological Department, Central Water Commission, Central Ground Water Board,
MNCFC ISRO.
Inter-Ministerial Central Team (IMCT):
Once a natural calamity is notified by the State Government, Inter-Ministerial Central
Team (IMCT) is constituted for making an assessment of the drought and other notified
disasters in the affected States. The IMCT has representatives from different Central
Government Ministries/Departments, such as Agriculture, Animal Husbandry, Food,
Rural Development, Power, Drinking Water, NITI Aayog, Department of Expenditure,
Home. After an assessment of the affected areas, the IMCT submits a report to the
Sub-Committee on National Executive Committee.Sub Committee of the National Executive Committee (SC-NEC):
The Sub Committee of the National Executive Committee (SC-NEC) which is an Inter-
Ministerial Committee is chaired by the Secretary, DAC&FW (Government of India) for
drought, pest attack, hailstorm and cold wave/frost and recommends quantum of
assistance from the NDRF to the High level Committee. In the case of other calamities,
the SC-NEC is chaired by the Secretary, Ministry of Home Affairs.
High-Level Committee (HLC):
A High level Committee consisting of the Union Home Minister, Union Finance
Minister, Union Agriculture Minister and Vice Chairman, NITI Aayog is in place to
recommend the final quantum of relief under NDRF based on the recommendations of
SC-NEC to the States affected by various natural calamities.
