be pleased to state:
(a) whether the farmers' crops suffered heavy losses due to flood, excessive rain, hailstorm
or other natural calamities in the districts of Uttar Pradesh, particularly in the aspiring districts
of Shrawasti and Balrampur during the last three years;
(b) if so, the amount disbursed so far to the affected farmers in view of the aforesaid
calamities, along with the year-wise and calamity-wise details thereof;
(c) whether any compensation has been provided to all the eligible and affected farmers for
these years;
(d) if not, the number of farmers who have not received compensation yet along with the
reasons therefor; and
(e) the steps taken by the Government to resolve the same?

(a) to (e): As per the National Disaster Management Plan (NDMP), the primary responsibility
of disaster management including damage assessment and providing relief measures on
ground level, rests with the State Governments concerned. The Central Government provides
requisite logistics and financial support to the efforts of the State Governments. The State
Governments provide financial relief to the affected people in the event of 12 notified natural
disasters, from the State Disaster Response Fund (SDRF), already placed at its disposal, in
accordance with approved items and norms of Government of India (GOI). However, in the
event of disaster of a 'severe nature', additional financial assistance is extended from the
National Disaster Response Fund (NDRF), as per laid down procedure, which includes an
assessment based on the visit of an Inter-Ministerial Central Team (IMCT). The financial
assistance provided under SDRF and NDRF is by way of relief and not for compensation.
Details of crop losses, farmers affected due to various calamities, amount disbursed to
the affected farmers from SDRF is at Annexure I.No memorandum seeking financial assistance under NDRF, has been submitted by the
State Government of Uttar Pradesh during the last three years.

Pradhan Mantri Fasal Bima Yojana (PMFBY) and Restructured Weather Based Crop
