CSR EXPENDITURE IN ANDHRA PRADESH
QUESTION
*209. SHRI LAVU SRI KRISHNA DEVARAYALU:
Will the Minister of CORPORATE AFFAIRS be pleased to state:
(a) the aggregate expenditure incurred by Public Sector Undertakings (PSUs) and
private sector companies towards Corporate Social Responsibility (CSR) activities
during the last five years, State/UT-wise, particularly in Andhra Pradesh;
(b) the details of companies that have undertaken CSR activities in Palnadu
district, along with the sector-wise expenditure and the nature of projects
implemented;
(c) the major sectors in which CSR funds have been utilised in Andhra Pradesh and
Palnadu district, including education, healthcare, skill development, rural
development and environmental sustainability;
(d) the key outcomes achieved through CSR projects implemented in Palnadu
district, including the number of beneficiaries and assets created; and
(e) whether any changes have been made to the CSR policy to improve
transparency, monitoring and effectiveness of CSR spending and if so, the details
thereof?

SRI KRISHNA DEVARAYALU, HON’BLE MEMBER OF PARLIAMENT REGARDING CSR
EXPENDITURE IN ANDHRA PRADESH.
(a): On the basis of annual filings made by companies in the MCA21 registry,
State-wise CSR expenditure for the last five financial years i.e. FY 2020-21 to FY
2024-25 is attached at Annexure-I.
(b) & (c): Development sector-wise CSR expenditure in the states of Andhra
Pradesh & Palnadu district for the last five financial years i.e. FY 2020-21 to FY
2024-25 are attached at Annexure-II and III respectively. In the Palnadu district
two companies have spent their CSR obligation and both the companies are Non-
PSU.
(d): Beneficiary-wise CSR data is not maintained centrally by the Ministry and
based on the annual filings made by the companies, no asset creation has been
reported through CSR spent in Palnadu district during the last five financial years
i.e. 2020-21 to 2024-25.
(e): The CSR framework is disclosure based and CSR mandated companies are
required to file details of CSR activities annually in the MCA21 registry. Under the
Companies Act, 2013, CSR is a Board driven process and the Board of the company
is empowered to plan, decide, execute and monitor CSR activities of the company.
The existing legal provisions regarding formation of CSR committee, formulation
of CSR policy, Annual Action Plan on CSR, certification of CSR expenditure by Chief
Financial Officer (CFO) and audit of CSR expenditure by statutory auditors, etc.,
are the mechanisms to ensure transparency, monitoring and effective utilization
of CSR funds.
The Ministry has vide notification dated 27.05.2026 widened the ambit of Schedule
VII by introduction of new item no. (xiii) namely “Subscription to zero coupon zero
principal instruments on Social Stock Exchange." This amendment will help Not
for Profit Organisations to raise funding for public welfare projects in a transparent
and regulated manner.
