GOVERNMENT OF INDIA MINISTRY OF CORPORATE AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 34 ANSWERED ON MONDAY, JULY 20, 2026/ASHADHA 29, 1948 (SAKA) CSR EXPENDITURE IN HARYANA QUESTION 34. Shri Dharambir Singh: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) whether the Government has examined the possibility of mandating a percentage of Corporate Social Responsibility (CSR) expenditure for groundwater recharge, sports infrastructure and skill development projects in severely water- stressed districts in the country, if so, the details thereof; (b) whether any study has been conducted regarding the district-wise distribution of CSR funds in Haryana, if so, the details thereof; (c) whether Bhiwani and Mahendergarh receive CSR funding proportional to their developmental requirements, if so, the details thereof; (d) whether the Government proposes to create a transparent public dashboard for constituency-wise CSR expenditure; and (e) if so, the details thereof ? ANSWER MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS AND MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS [SHRI HARSH MALHOTRA] (a) to (e): The legal framework for Corporate Social Responsibility (CSR) is established under Section 135 of the Companies Act, 2013, along with Schedule VII of the Act and the Companies (CSR Policy) Rules, 2014. The items enlisted in the Schedule VII are broad-based and intended to cover a wide range of activities. Under the Companies Act, CSR is a Board driven process and the Board of the company is empowered to plan, decide, execute and monitor CSR activities of the company based on the recommendation of its CSR Committee. This Committee formulates and recommends the CSR policy, which outlines the activities to be undertaken by the company in alignment with the areas or subjects specified in Schedule VII of the Act. The first proviso to Section 135 (5) Contd…2/-2- of the Act provides that the company shall give preference to the local area and areas around it where it operates. However, the emphasis on local area is only directory and not mandatory in nature and companies need to balance local area preference with national priorities. The Government does not issue any specific direction to the companies to spend in any particular geographical area or for any particular activity. All data related to CSR filed by companies in MCA21 registry is available in public domain and can be accessed at www.csr.gov.in. The District-wise and Development Sector-wise CSR expenditure in Haryana for the last three Financial Years (FYs) i.e 2022-23 to 2024-25 is attached at Annexure-I and Annexure-II respectively.
