GOVERNMENT OF INDIA MINISTRY OF CORPORATE AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 2515 ANSWERED ON MONDAY, AUGUST 3, 2026/SHRAVANA 12, 1948 (SAKA) CSR EXPENDITURE IN HIMACHAL PRADESH QUESTION †2515. Shri Suresh Kumar Kashyap: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) the total expenditure incurred by Public Sector Undertakings and private sector companies under CSR in the last five years across the country, particularly in Himachal Pradesh and Shimla parliamentary constituency; (b) the details of projects approved and completed for education, health, skill development, environment protection, drinking water, sports, women and child development and rural infrastructure during the said period; (c) whether any amendment has been made in the policy or rules for more effective, transparent and balanced use of CSR funds and to give priority to hilly and remote areas; and (d) if so, the details of the proposed and approved projects in Himachal Pradesh, especially in Shimla Parliamentary Constituency? ANSWER MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS AND MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS [SHRI HARSH MALHOTRA] (a) & (b): On the basis of annual filings made by companies in the MCA21 registry, State- wise CSR expenditure in India, district-wise & development Sector-wise CSR expenditure in Himachal Pradesh during the last five Financial Years i.e. FY 2020-21 to FY 2024-25 is at Annexure-I, Annexure-II & Annexure-III respectively. The Ministry does not maintain parliamentary constituency wise CSR data and the completion status of CSR project centrally. (c) to (d): Under the Companies Act, CSR is a Board driven process and the Board of the company is empowered to plan, decide, execute and monitor CSR activities of the company based on the recommendation of its CSR Committee. This Committee formulates and recommends the CSR policy, which outlines the activities to be undertaken by the company in alignment with the areas or subjects specified in Schedule VII of the Act. The first proviso to Section 135 (5) of the Act provides that the company shall give preference to the local area and areas around it where it operates. However, the emphasis on local area is only directory and not mandatory in nature and companies need to balance local area preference with national priorities.
