Will the Minister of CORPORATE AFFAIRS be pleased to state:
(a) whether Coal India Limited (CIL) and Central Coalfields Limited (CCL) have
incurred expenditure on various items under Corporate Social Responsibility (CSR)
in the State of Jharkhand, especially in Hazaribagh district, daring the last two
years;
(b) if so, the year-wise and item-wise details of the amount spent on various items
under CSR in the State of Jharkhand and Hazaribagh district during the last two
financial years; and
(c) whether the Government adopts any mechanism to ensure that the said CSR
expenditure is used for the actual development and welfare of the local people, if
so, the details thereof?

(a) & (b): The CSR framework is disclosure based and CSR mandated companies
are required to file details of CSR activities annually in the MCA21 registry. All data
related to CSR filed by companies in MCA21 registry is available in public domain
and can be accessed at www.csr.gov.in. On the basis of annual filings made by
companies in the MCA21 registry, the CSR expenditure incurred by Coal India
Limited (CIL) and Central Coalfields Limited (CCL) in districts of Jharkhand
including Hazaribagh for the last two Financial Years (FYs) i.e. FY 2022-23 and FY
2023-24 is attached at Annexure-I & II respectively. Further, Development Sector-
wise CSR expenditure incurred by Coal India Limited (CIL) and Central Coalfields
Limited (CCL) in the State of Jharkhand during the last two Financial Years (FYs)
i.e. FY 2022-23 and FY 2023-24 is attached at Annexure-III & IV respectively.
(c): The philosophy of Corporate Social Responsibility (CSR) is to engage
corporates as partners in the socio-economic development of the country by
leveraging their managerial efficiency, best practices, technology and innovation
in the delivery of public good and services.

The existing legal provisions formation of CSR committee, formulation of CSR
policy, Annual Action Plan on CSR, identification of the project and area in which
project will be implemented, certification of CSR expenditure by Chief Financial
Officer (CFO) and audit of CSR expenditure by statutory auditors etc. provide
adequate mechanisms to ensure transparency and accountability. The Board has
to ensure that the approved amount has been spent on the assigned activity(ies).
