Parliament Question: CSR Funds in Nashik

GOVERNMENT OF INDIA MINISTRY OF CORPORATE AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 186 ANSWERED ON MONDAY, JULY 20, 2026/ASHADHA 29, 1948 (SAKA) CSR FUNDS IN NASHIK QUESTION 186. Shri Rajabhau Parag Prakash Waje: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) the total amount of Corporate Social Responsibility (CSR) funds generated by companies operating in Nashik district during the last five financial years, company- wise, year-wise and sector-wise; (b) the details of CSR amount actually spent within Nashik district on local priorities such as education, healthcare, drinking water, skill development and rural infrastructure and the amount that was diverted outside the district; (c) whether the Government is aware that despite being a major industrial and agri- export hub, Nashik continues to face poor school infrastructure, healthcare gaps and farmer distress, if so, the details thereof; and (d) whether the Government proposes to mandate or incentivize local CSR spending in the districts where companies generate profits, to ensure fair regional development, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS AND MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS [SHRI HARSH MALHOTRA] (a) to (d): The legal framework for Corporate Social Responsibility (CSR) is provided through Section 135 of the Companies Act, 2013 (‘the Act’), Schedule VII of the Act and Companies (CSR Policy) Rules, 2014. Under the Companies Act, CSR is a Board driven process and the Board of the company is empowered to plan, decide, execute and monitor CSR activities of the company based on the recommendation of its CSR Committee. This Committee formulates and recommends the CSR policy, which outlines the activities to be undertaken by the company in alignment with the areas or subjects specified in Schedule VII of the Act. The first proviso to Section 135 (5) of the Act provides that the company shall give preference to the local area and areas around it where it operates. However, the emphasis on local area is only directory and not mandatory in nature and companies need to balance local area preference with national priorities. The Government does not issue any specific direction to the companies to spend in any particular geographical area or for any particular activity.
