GOVERNMENT OF INDIA MINISTRY OF CORPORATE AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 1205 ANSWERED ON MONDAY, JULY 27, 2026/SHRAVANA 5, 1948 (SAKA) CSR IN HAMIRPUR QUESTION †1205. Shri Ajendra Singh Lodhi: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) whether the Government is aware of the fact that large companies engaged in sand and stone mining in the Betwa and Ken rivers within the Hamirpur Parliamentary Constituency are not adequately investing their Corporate Social Responsibility (CSR) funds in local development works, if so, the details thereof; (b) the details of the total funds allocated under CSR by the corporate entities operating in the Hamirpur, Mahoba and Banda districts in Uttar Pradesh along with the actual expenditure incurred on the health and education sectors during the last three years; (c) whether the Government proposes to conduct a special audit of the CSR expenditure incurred by the mining companies for local environmental and ecological restoration in these backward districts of Bundelkhand, if so, the details thereof; and (d) whether the Government is considering formulating any policy to set up skill development centres for the local youth in collaboration with these companies and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS AND MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS [SHRI HARSH MALHOTRA] (a): Under the Companies Act 2013, CSR is a Board driven process and the Board of the company is empowered to plan, decide, execute and monitor CSR activities in the areas or subjects specified in Schedule VII of the Act. Contd…2/--2- The first proviso to Section 135 (5) of the Act provides that the company shall give preference to the local area and areas around it where it operates. However, the emphasis on local area is only directory and not mandatory in nature. The Government does not issue any specific direction to the companies to spend in any particular geographical area or for any particular activity. (b): There is no provision of allocation of funds in CSR legal framework. All data related to CSR filed by companies in MCA21 registry is available in public domain and can be accessed at www.csr.gov.in. On the basis of annual filings made by companies in the MCA21 registry, Development sector-wise CSR expenditure in the districts of Hamirpur, Mahoba and Banda of Uttar Pradesh for the last three Financial Years (FYs) i.e 2022-23 to 2024-25 is attached at Annexure-I, II and III respectively.
