(a) whether the Government is aware of large scale damage caused to crops due to
unseasonal rains, hailstorms and extreme weather conditions, if so, the details thereof,
State-wise including Maharashtra, Madhya Pradesh and Uttarakhand;
(b) whether the Government has conducted any survey to assess the loss incurred to the
farmers due to unseasonal rains and hailstorms and if so, the details of the crops affected
most;
(c) the details of steps taken to assess the damage caused to crops and to provide timely
relief to the affected farmers in the country, State-wise including Maharashtra and UT of
Dadra and Nagar Haveli;
(d) whether the Government has disbursed any financial assistance or compensation to the
farmers affected by unseasonal rains particularly in the above States and UT; and
(e) if so, the number of beneficiaries along with the amount of funds released as per the
timelines prescribed under the Pradhan Mantri Fasal Bima Yojana (PMFBY) along with the
details for the said States and UT?

DAMAGE TO CROPS DUE TO UNSEASONAL RAINS.
(a) to (c): As per the National Disaster Management Plan (NDMP), the primary
responsibility of disaster management including damage assessment and providing relief
measures on ground level, rests with the State Governments concerned. The Central
Government provides requisite logistics and financial support to the efforts of the State
Governments. The State Governments provide financial relief to the affected people in the
event of 12 notified natural disasters, from the State Disaster Response Fund (SDRF),
already placed at its disposal, in accordance with approved items and norms of Government
of India (GOI). However, in the event of disaster of a 'severe nature', additional financial
assistance is extended from the National Disaster Response Fund (NDRF), as per laid
down procedure, which includes an assessment based on the visit of an Inter-Ministerial
Central Team (IMCT). The financial assistance provided under SDRF and NDRF is by way
of relief and not for compensation.
The details of the fund allocated and released under SDRF/NDRF to the States are
available on Disaster Management, MHA's website i.e. ndmindia.mha.gov.in.
As per the information received from the State Governments / Union Territories, the details
of cropped area affected due to hailstorm/heavy rain/flood during Monsoon Season 2025
(till 14.07.2025) are at Annexure A. The crops affected includes paddy, wheat, barley,
mustard, jowar, bajra, maize, onion and horticulture crops.
(d) & (e): In Uttarakhand, an area of 4774.65 hectares has been included as per norms
of SDRF with loss amount of Rs. 699.72 lakh. Odisha has paid Rs.15.39 crores out of
SDRF to the farmers.
