be pleased to state:
(a) whether the recent heavy rains/drought/hailstorms/pest infestations have caused
significant damage to the paddy crop in Banda and Chitrakoot districts;
(b) the total hectares of paddy crop that got damaged in these two districts along with the
overall estimated loss due to the same;
(c) the total amount of crop damage compensation disbursed to affected farmers so far under
the Pradhan Mantri Fasal Bima Yojana (PMFBY);
(d) the total number of farmers yet to receive crop damage compensation along with the time
by which they are likely to receive the same; and
(e) whether the Government is considering to provide additional relief packages/special
assistance to farmers therein?

(a) to (d): As per the National Policy on Disaster Management (NPDM), the State
Government is primarily responsible for providing necessary relief measures on ground level
in the wake of notified calamities. The State Governments undertake relief measures in the
wake of natural calamities from funds available in the form of the State Disaster Response
Fund (SDRF) in accordance with the Government of India approved items and norms.
Additional financial assistance, over and above SDRF, is considered from the National
Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster of ‘severe
nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team
(IMCT). The financial assistance provided under SDRF and NDRF is by way of relief and not
for compensation. Rs.1836 Crores has already been released to SDRF in 2025-26.
As informed by State Government of Uttar Pradesh, in the District of Banda and
Chitrakoot, different crops have been damaged by heavy rains / floods. There is no
information regarding loss of crops due to Drought, Hailstorms, and Pest attacks. The area
of crop losses in Banda is 2284.78 hectare and in Chitrakoot crop loss of paddy is 106.32
hectare.
The Government of India has introduced yield-based Pradhan Mantri Fasal Bima
Yojana (PMFBY) and weather based Restructured Weather Based Crop Insurance Scheme
(RWBCIS) from Kharif 2016 to provide financial support to farmers suffering crop
loss/damage arising out of natural calamities, adverse weather incidence and to stabilize
income of farmers. Comprehensive risk insurance is provided under the scheme from pre-
harvesting to post-harvest losses. Under this Scheme, claims are paid to only those farmers
who have insured their crops and paid their share of premium under any of the notified crop
insurance scheme in the notified area/crop by the State Government.
