SHRI PUTTA MAHESH KUMAR: Will the Minister of COMMUNICATION be pleased to state: (a) whether the Government has undertaken any study/survey regarding dark fibre connection in India; (b) if so, the details of the total length of dark fibre connections presently available across the country State-wise, especially in Andhra Pradesh; (c) the list of companies/research institutes/private organisations and others to whom the Government has leased out dark fibre connections during the last five years, State-wise especially in Andhra Pradesh; and (d) the details of the total valuation received by the Government by leasing out dark fibre connections to companies/research institutes/private organisations/others during the last five years, State-wise especially in Andhra Pradesh? ANSWER MINISTER OF STATE FOR COMMUNICATIONS AND RURAL DEVELOPMENT (DR. PEMMASANI CHANDRA SEKHAR) (a) to (d) No study/survey regarding dark fibre connectivity has been undertaken by the Department of Telecommunications. However, dark fibre connectivity is being provided by Telecom Service Providers (TSPs)/ Infrastructure Providers-I (IPs-I), as per the techno-commercial arrangement and conditions of licenses/ registrations granted by the Department. The details of dark fibre connectivity is maintained by the respective TSPs/ IPs. Further, BharatNet project is being implemented by the department through Digital Bharat Nidhi (DBN) in a phased manner to provide broadband connectivity in Gram Panchayats/ Villages across the country. Under the BharatNet project, 1,10,911 Kms of Dark Fibre, including 2899 Kms in Andhra Pradesh, has been leased as of Jun’ 2025 (Annexure-I). Additionally, under the project, 358 companies (Annexure-II) have been given the dark fibre on lease, including 9 companies in Andhra Pradesh. The revenue received through the project is Rs. 6.7 crores (Annexure-III), including Rs. 20.7 lakhs revenue received from Andhra Pradesh in last 5 years. 1Annexure-I S.
