(a) whether the Government has reviewed the functioning and performance of all the sixteen
Defence Public Sector Undertakings (DPSUs) in the country recently;
(b) if so, the details thereof along with the aims/objectives of such review;
(c) whether the Government proposes to develop indigenous military hardware through research
and development in this field;
(d) if so, the details thereof including the capital outlay earmarked for the same; and
(e) whether the Government has proposed any action plan based on the findings of this review to
strengthen the overall performance of the DPSUs and if so, the details thereof?

(a) to (e) The Government, as part of regular review, has recently reviewed the functioning and
performance of all the sixteen Defence Public Sector Undertakings (DPSUs) on 10.11.2025.
The aim and objective of the meeting was to review the performance of DPSUs with respect
to their turnover, profit, efforts for indigenization & plan for Research & Development (R&D)
including exports and to achieve “Atmanirbharta” in Defence manufacturing. The
Government has strong and explicit resolve to develop indigenous military hardware through
extensive Research & Development (R&D) under the broader “Aatmanirbhar Bharat”
(self-relient India) initiative. There is no budgetry outlay for DPSUs for R&D purpose but
DPSUs spend from their earnings on R&D activities as per need and potential market.
