SHRI SELVAGANAPATHI T.M.: Will the Minister of DEFENCE be pleased to state: (a) whether the Government has released the Delegation of Financial Powers for the Defence Research and Development Organisation; (b) if so, the details thereof; (c) whether it is a fact that the same is aimed at improving efficiency, accountability and the timely execution of strategic research and development projects and if so, the details thereof; (d) whether the new financial powers framework would enhance self-reliance in defence technologies and significantly strengthen the country’s defence preparedness; and (e) if so, the details thereof? A N S W E R MINISTER OF STATE (SHRI SANJAY SETH) IN THE MINISTRY OF DEFENCE (a) & (b) Yes. The Delegation of Financial Power (DFP-2026) for Defence Research & Development Organisation, has been released by Hon’ble Raksha Mantri on 29 June, 2026. (c) to (e) Yes. The new DFP-2026 is aimed at improving efficiency, accountability and the timely execution of strategic research and development projects. The delegated financial powers of various functionaries of DRDO have been enhanced to meet the objective of timely execution, self-reliance in defence technologies and strengthen the country’s defence preparedness. *****
