Parliament Question: Delay in Operationalisation of Government Medical College

SHRIANURAG SINGH THAKUR: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government is aware that the buildings and basic infrastructure of centrally funded Dr. Radhakrishnan Government Medical College at Jolsappar, Nadaun, Hamirpur district, Himachal Pradesh have been ready for nearly two years, yet MBBS classes, OPD services have not started; (b) if so, the details thereof along with the reasons for the inordinate delay in commencing the academicsession, hospital services inthisregard; (c) whether the Government has requested the State Government of Himachal Pradesh to issue the necessary permissions and complete the formalities for the operationalisation of the collegeandthe attached hospital; (d) if so, the details of correspondence and meetings held between the Central and State Governmentson thisissue during the last two years; (e) the steps taken/being taken by the Union Government to remove the bottlenecks and ensure earlyoperationalisation of the medicalcollege;and (f) the details of the tentative timeline by which the college will commence MBBS classes andOPDservices? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SMT. ANUPRIYAPATEL) (a) to (f): The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. The fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10 for NorthEastern and Special Category States, and 60:40 for others. Under the Scheme, all the envisaged 157 medical colleges have been approved in three phases, including 03 medical colleges in Himachal Pradesh at Chamba, Hamirpur and Nahan. All the three medical collegeshave become functional. Dr. Radhakrishnan Government Medical College, Hamirpur was approved under Phase-I of the Scheme in the year 2015 at a cost of Rs.189 crores to be shared between Centre and State Government in the ratio of 90:10. Entire Central Share of Rs.170.10 crore has been released to Himachal Pradesh. The college became functional in the academic year 2018-19 with an intake capacity of 100 MBBS seats, and OPD services also commenced during the same academic year. Subsequently, the intake capacity has been increased to 120 MBBS seats. Further, as per guidelines of the Scheme, the planning, execution and commissioning of the medical colleges approved under the scheme is to be done by the State Government. ******
