The funding pattern under JJM varies: 100% for Union Territories without legislatures, 90:10 (Centre: State/UT) for North Eastern Himalayan States and UTs with legislatures, and 50:50 for the remaining States. For Support and Water Quality Monitoring System (WQMS) activities, the funding pattern is 100% for Union Territories, 90:10 for Himalayan North Eastern States, and 60:40 for other States.
Central grants-in-aid are released in two equal installments, each divided into two tranches, after assessing fund utilization by the States/UTs. Releases are planned according to the "Just in Time" principle and Ministry of Finance guidelines to prevent undue parking of funds at the State level.

DELAYS IN FUNDS DISBURSAL UNDER JJM

Will the Minister of JAL SHAKTI be pleased to state:
(a) the details of the total funds released and pending to the States under the Jal Jeevan Mission
(JJM) during each of the last five years, State-wise;
(b) whether there have been any delays in the disbursal of funds under the said mission during
the said period; and
(c) if so, the details thereof along with the reasons therefor?

(a) to (c) Since August 2019, Government of India, in partnership with States, is implementing Jal
Jeevan Mission (JJM) – Har Ghar Jal to make provision of tap water supply to every rural household
of the country. At the time of the launch, the Government also approved support for the States and
UTs with a central outlay of ₹2,08,652 crore. The approved central outlay has almost been utilized.
Hon'ble Finance Minister during her budget speech 2025-26 has announced extension of JJM until
2028 with enhanced total outlay.
Drinking water being a State subject, under JJM, responsibilities for planning, approval,
implementation, operation and maintenance of drinking water supply schemes lie with State/ UT
governments. Government of India supplements the efforts of the State/ UT government by

JJM, being a centrally sponsored programme, the fund sharing pattern between Centre and States/
UTs under is 100% for Union Territories without legislature, 90:10 for North Eastern & Himalayan
States and UTs with legislature and 50:50 for rest of the States. Moreover, under Support and Water
Quality Monitoring System (WQMS) activities the funding pattern is 100% for Union Territories,
90:10 for Himalayan & North Eastern States and 60:40 for other States.
