Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) the reasons as to why permission for 50 MBBS seats was granted to Shri Mata Vaishno Devi
Institute of Medical Excellence and admissions allowed to proceed despite subsequent
withdrawal bythe NMC;
(b) whether Medical Assessment and Rating Board Conducted a full pre-admission inspection
and issued requisite clearances before students were admitted, if so, who authorized the initial
admissions andwho orderedthe revocation; and
(c) the specific deficiencies found and what adequate compensation, seat adjustments and
safeguards are beingprovidedtoprotect the educationalinterests of affected student?

(a) to (c): As informed by National Medical Commission (NMC), the Medical Assessment and
Rating Board (MARB), NMC invites online applications every academic year from eligible
applicants for the establishment of new medical colleges and for increase of intake capacity in
existing medical colleges for undergraduate (UG) and postgraduate (PG) courses. Accordingly,
online applications for the Academic Year (AY) 2025–26 were invited through Public Notices
dated 05.12.2024 and 19.12.2024. In response to the aforesaid notices, an online application was
received from Shri Mata Vaishno Devi Institute of Medical Excellence, J&K in Medical
Assessment and Rating Board, National Medical Commission seeking permission for
establishment of a newmedical collegewith anannual intake of 50MBBS seats. After following
dueprocedures/norms,theMARB,NMCissuedaLetterofPermission(LoP)dated08.09.2025for
establishment of Shri Mata Vaishno Devi Institute of Medical Excellence, J&K with an annual
intakeof50MBBSseatsfortheAcademicYear2025–26.
Subsequently,uponreceiptofseveral complaintsagainstthe college,the MedicalAssessmentand
Rating Board conducted a surprise inspection. Based on the deficiencies observed by the
inspectionteamandafterduedeliberation,theBoarddecidedtowithdrawtheLetterofPermission,
vide letter dated 06.01.2026. However, it was also directed that these students may beaccommodated inothermedical institutions within the Union Territoryof J&K assupernumerary
seats.
Accordingly, the J&K Board of Professional Entrance Examinations (J&KBoPEE) has issued
notification dated 24.01.2026 accommodating the students in the various government medical
collegeswithintheUTofJ&K.
