Shri Anil Firojiya: Shri Nilesh Dnyandev Lanke: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the details of allocations made by both the departments in the annual budget under the Development Action Plan for Scheduled Tribes during the previous financial years and the current financial year 2025- 26 in the form of BE; (b) the expenditure status of the amount allocated under DAPST in terms of percentage and amount for the current financial year 2025-26 and previous financial years 2024-25, 2023-24 and 2022-23; (c) the details of schemes and activities for which the amount allocated under DAPST has been used during the said period; and (d) the detailed list of infrastructure projects undertaken by the Sports Authority of India (SAI) under DAPST along with the amount sanctioned and released during said period? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS (DR. MANSUKH MANDAVIYA) (a) & (b) The reply is attached as Annexure-I. (c) The details of schemes and activities are as follows:(i) National Youth Corps: The Scheme of National Youth Corps (NYC) was launched in the country during the year 2010-11 and the same is being implemented through NYKS. The main objectives of the Scheme are as follows:  To set up a group of disciplined and dedicated youth who have the inclination and spirit to engage in the task of nation-building.  To facilitate the realization of inclusive growth (both social and economic).  To act as points for dissemination of information, basic knowledge in the community.  To act as group modulators and peer group educators.  To act as role models for the younger cohort, especially towards enhancement of public ethics, probity and dignity of labour. (ii) National Programme for Youth and Adolescent Development (NPYAD): NPYAD Scheme was introduced w.e.f. 01.04.2008. Under this Scheme, financial assistance is provided to Government/ non- Government organisations for taking up youth and adolescent activities. The assistance under NPYAD is provided under 5 major components, namely, a) Youth Leadership and Personality Development Training b) Promotion of National Integration (National Integration Camps, Inter-State Youth Exchange Programmes, Youth Festivals, etc.) c) Promotion of Adventure; Tenzing Norgay National Adventure Awards d) Development and Empowerment of Adolescents (Life Skills Education, Counselling, Career Guidance, etc.) e) Technical and Resource Development (Research and Studies on Youth issues, Documentation, Seminars/ Workshops) Some salient activities taken up under NYPAD, besides providing assistance to various organisations, are as follows: a) National Youth Festival and National Youth Awards b) Tenzing Norgay National Adventure Award c) UNFPA-assisted Adolescent Health & Development Projectd) Celebration of first day of Pravashi Bhartiya Diwas (PBD) as Youth PBD. (iii) National Young Leaders Programme: In pursuance to the 2014-15 Budget announcement, a new Central Sector Scheme, namely, ‘National Young Leaders Programme (NYLP)’ was formulated with a view to develop leadership qualities among the youth to enable them to realise their full potential and in the process, to contribute to the nation- building process. The National Young Leaders Programme is a Central Sector Scheme. The Programme has the following components: 1. Neighbourhood Youth Parliament (NYP). 2. Youth for Development Programme (YFDP). 3. National Youth Advisory Council (NYAC). (iv) National Service Scheme (NSS): NSS was introduced in 1969 with the primary objective of developing the personality and character of the student youth through voluntary community service. ‘Education through Service’ is the purpose of the NSS. It is also a Central Sector Scheme of Department of Youth Affairs. NSS aims at developing the following qualities/ competencies among the volunteers: a) To understand the community in which the NSS volunteers work and to understand themselves in relation to their community; b) To identify the needs and problems of the community and involve themselves in problem-solving exercise; c) To develop among themselves a sense of social and civic responsibility; d) To utilize their knowledge in finding practical solutions to individual and community problems; e) To gain skills in mobilizing community participation; f) To acquire leadership qualities and democratic values;g) To develop capacity to meet emergencies and natural disasters; and h) To practice national integration and social harmony. NSS attempts to establish meaningful linkages between ‘Campus and Community’, ‘College and Village’ and ‘Knowledge and Action’. (v) Assistance to National Sports Federation: Through this scheme, the Government of India extends support to National Sports Federations (NSFs) and other sports organizations. This assistance encompasses organizing National championships, hosting International tournaments within India, facilitating participation in international tournaments abroad, conducting coaching camps, procuring necessary sports equipment, and engaging the services of foreign coaches to enhance training and skill development. (vi) Khelo India: A Central Sector Scheme, namely, ‘Khelo India – National Programme for Development of Sports’ or Khelo India Scheme was implemented with effect from the Financial Year 2016-17 and was formulated by merging the existing erstwhile schemes of Rajiv Gandhi Khel Abhiyan (RGKA), Urban Sports Infrastructure Scheme (USIS), and National Sports Talent Search Scheme (NSTSS). Taking from the experience gained in implementing the Scheme during the year 2016-17 and on the basis of consultations with major stakeholders, especially the State Governments and of inputs received from them, the Khelo India Scheme was further revamped with 12 verticals and notified on 14.10.2017 with a total outlay of ₹1756 Crore. The revamped Khelo India Scheme was approved for three Financial Years 2017-18 to 2019-20 i.e., up to 31.03.2020. The Scheme was given an interim extension of one year up to 31.03.2021. The scheme has again been continued for a further period of five years from 2021-22 to 2025-26. Further, the outlay was enhanced by ₹625 Crore, thereby increasing the total outlay of the Khelo India Scheme by ₹3165.50 Crore to ₹3790.50 Crore.(d) SAI creates/upgrades infrastructure in its SAI centres (including tribal areas) only.
