SHRI RAJIV PRATAP RUDY Will the Minister of CIVIL AVIATION be pleased to state:- (a) the current status of implementation under the Greenfield Airports Policy introduced to facilitate the setup of entirely new, environmentally conscious aviation hubs across the country; (b) the total number of greenfield sites granted 'in-principle' approval, projects successfully operationalised and private investment attracted across the country, State/UT-wise; (c) the specific progress achieved, land acquisition status and expected completion timelines for upcoming new greenfield aviation facilities located, particularly in Bihar; (d) the structural details of the Public-Private Partnership (PPP) models adopted including design specifications for terminal handling capacities and modern cargo infrastructure setups; and (e) the administrative steps taken to fast-track multi-departmental clearances, resolve local environmental concerns and integrate these new hubs with regional transport networks to prevent project delays? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a) & (b): Ministry of Civil Aviation (MoCA) has granted 'In-Principle' approval for setting up of 25 Greenfield Airports across the country, namely, Doloo in Assam, Puri in Odisha, Parandur in Tamil Nadu, Kota in Rajashtan, Mopa in Goa, Navi Mumbai, Shirdi and Sindhudurg in Maharashtra, Kalaburagi, Vijayapura, Hassan and Shivamogga in Karnataka, Dabra (Gwalior) in Madhya Pradesh, Kushinagar and Noida (Jewar) in Uttar Pradesh, Dholera and Rajkot (Hirasar) in Gujarat, Karaikal in Puducherry, Dagadarthi, Bhogapuram and Oravakal (Kurnool) in Andhra Pradesh, Durgapur in West Bengal, Pakyong in Sikkim, Kannur in Kerala and Itanagar in Arunachal Pradesh.Out of these, 14 Greenfield airports viz. Durgapur, Shirdi, Kannur, Pakyong, Kalaburagi, Orvakal (Kurnool), Sindhudurg, Kushinagar, Itanagar, Mopa, Shivamogga, Rajkot (Hirasar), Navi Mumbai and Noida (Jewar) have been operationalised. Kannur (Rs. 2342 crore), Durgapur (Rs. 670 crore), Mopa (Rs. 3400 crore), Navi Mumbai (Rs. 19646 crore), and Noida (Rs. 11764 crore) airports have been developed under Public Private Partnership (PPP) mode with private sector investment. MoCA has advised all the State Governments/UTs and developers of the Greenfield airports to work towards achieving Carbon Neutrality & Net Zero emissions. (c) to (e): On the request of Government of Bihar (GoB), 'Site Clearance' has been granted for development of a greenfield airport at Sonpur in Bihar. GoB has been advised to submit application for 'In-Principle' approval along with Detailed Project Report. The timeline for construction of airports depends upon various factors such as land acquisition, mandatory clearances, removal of obstacles, financial closure etc.by the airport developers concerned. The responsibility of implementation of airport projects including funding, rehabilitation and resettlement etc. rests with the airport developer concerned including the respective State Government (in case the State Government is the project proponent). However, Greenfield Airport Projects are regularly reviewed by the Central Government to iron out issues affecting the development. The PPP partners in airport sector are selected through an open competitive bidding process where the Concessioning Authority receives Revenue Share/Per Passenger Fee, as per the terms and conditions of the Concession Agreement signed in this regard. Airport terminals are generally developed for optimum level of service as mentioned in International Air Transport Association (IATA) Airport Development Reference Manual (ADRM), etc. Further, the Concessionaires have to meet various Key Performance Indicators (KPIs) provided in the respective Contractual Agreements. Accordingly, they design and develop the terminal building to ensure minimum service quality requirements at such airports. ******
