Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether the Government has formulated any special plan for
developing employment oriented skills and creating employment
opportunities for the youth in extremely backward districts like
Katihar;
(b) the nature of timeline being worked upon by the Government to
develop new stadiums, district level sports academies and open
grounds under 'Khelo India' in Bihar;
(c) whether the Government is considering for bringing a
comprehensive policy for youth and sportspersons in coordination
with the Government of Bihar so as to find a permanent solution for
this crisis; and
(d) if so, the details thereof?

THE MINISTER OF YOUTH AFFAIRS AND SPORTS

(a) Yes. The Government has formulated and is implementing several
special plans and programmes for developing employment-oriented
skills and creating employment opportunities for the youth, including
in extremely backward districts such as Katihar.
The Ministry of Youth Affairs & Sports is having an autonomous body
named Mera Yuva Bharat and Mera Yuva Bharat Portal, which
provides Experiential Learning Programmes (ELP) in areas such asPost Office, Jan Aushadhi Kendras and Cyber Security to promote
soft skill development for youth. Under the Annual Action Plan 2025-
26, the programme “Vocational Training – Skills for Success” focuses
on soft skills, communication skills and life skills to enhance
employability. The Rajiv Gandhi National Institute of Youth
Development (RGNIYD) also conducts training programmes in life
skills, leadership, capacity building, academic programmes and
placement support.
Further, the Government is implementing employment generation
schemes such as the Prime Minister’s Employment Generation
Programme (PMEGP), Mahatma Gandhi National Rural Employment
Guarantee Scheme (MGNREGS), Deen Dayal Upadhyaya Grameen
Kaushalya Yojana (DDU-GKY), Rural Self Employment and Training
Institutes (RSETIs) and the Deendayal Antyodaya Yojana – National
Urban Livelihoods Mission (DAY-NULM).
Under the Skill India Mission (SIM), youth receive opportunities for
skill, re-skill and up-skill training through schemes such as
the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan
Sansthan (JSS), National Apprenticeship Promotion Scheme
(NAPS) and the Craftsmen Training Scheme (CTS). The Prime
Minister’s package announced in Budget 2024-25 aims to facilitate
employment and skilling opportunities for the youth over a five-year
period.
The National Career Service (NCS) Portal provides job matching,
career counselling and vocational guidance, while the Scheme for
Promotion of Innovation, Rural Industries and Entrepreneurship
(ASPIRE) supports skill development and entrepreneurship through
Livelihood Business Incubators.
(b) No such proposal under consideration in this Ministry. However,
in timeline of completion of Infrastructure projects sanctioned under
Khelo India Scheme is two years from the date of its Sanction.
(c) & (d) No such proposal for a policy in coordination with Govt of
Bihar is under consideration. In context of youth empowerment, the
‘draft National Youth Policy 2025’ is in the process which is targeted
for a comprehensive framework to guide programmes and initiatives
for the development of youth. Department of Sports, however, has
promulgated ‘Khelo Bharat Niti’ on 1st July, 2025 which inter-aliaenvisages to harness sports to drive economic growth. Details of the
