Parliament Question: Development of Greenfield Airports

GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION LOK SABHA UNSTARRED QUESTION NO. : 723 ( TO BE ANSWERED ON THE 23rd July 2026 ) DEVELOPMENT OF GREENFIELD AIRPORTS 723. SMT POONAMBEN HEMATBHAI MAADAM Will the Minister of CIVIL AVIATION be pleased to state:- (a) the greenfield airports approved, operationalised and under construction during the last five years; (b) the total investment made under the Public-Private Partnership (PPP) mode in these projects; and (c) whether the Government has set any targets for ensuring regional balance in airport infrastructure development across the States and if so, the details thereof? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a): 'In-Principle' approval under Greenfield Airports (GFA) Policy has been accorded for setting up of 25 Greenfield Airports across the country, namely, Doloo in Assam, Puri in Odisha, Parandur in Tamil Nadu, Kota in Rajashtan, Mopa in Goa, Navi Mumbai, Shirdi and Sindhudurg in Maharashtra, Kalaburagi, Vijayapura, Hassan and Shivamogga in Karnataka, Dabra (Gwalior) in Madhya Pradesh, Kushinagar and Noida (Jewar) in Uttar Pradesh, Dholera and Rajkot (Hirasar) in Gujarat, Karaikal in Puducherry, Dagadarthi, Bhogapuram and Oravakal (Kurnool) in Andhra Pradesh, Durgapur in West Bengal, Pakyong in Sikkim, Kannur in Kerala and Itanagar in Arunachal Pradesh. Out of these, 14 Greenfield airports viz. Durgapur, Shirdi, Kannur, Pakyong, Kalaburagi, Orvakal (Kurnool), Sindhudurg, Kushinagar, Itanagar, Mopa, Shivamogga, Rajkot (Hirasar), Navi Mumbai and Noida (Jewar) have been operationalised. (b): A total of Rs. 34,810 crores has so far been invested in the Greenfield Airports under the Public Private Partnership (PPP) mode,operationalised in the last 5 years.(c): Government has taken various steps for ensuring regional balance in airport infrastructure development in the country, which, inter-alia, includes grant of In-Principle' approval for construction of new Greenfield airports, upgradation and modernisation of existing airports by Airport Operators including Airports Authority of India, development/revival of unserved/underserved airports under Regional Connectivity Scheme (RCS) -UDAN (Ude Desh Ka Aam Nagrik) and promoting private investments in existing and new airports through PPP mode. ******
