DEVELOPMENT OF GREENFIELD TOURIST DESTINATIONS

Will the Minister of TOURISM be pleased to state:
(a) the details of the progress made in identification and development of
greenfield tourist destinations in collaboration with the respective
State Governments and private investors across the country;
(b) whether any specific destinations have been selected for
development under Greenfield Tourism Initiative and if so, the details
along with status of infrastructure development and connectivity
improvement at these destinations, State/UT-wise; and
(c) the details of the measures taken/being taken to ensure balanced
regional development of the tourism infrastructure to prevent over-
tourism in already developed destinations?
ANSWER
THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT)
(a) to (c): Development and promotion of tourism destinations and products
is primarily undertaken by the concerned State Government (SG)/Union
Territory Administration (UTA). However, the Ministry through its existing
schemes provides financial assistance to the State Governments (SGs)/UT
Administrations (UTAs) for development of tourism infrastructure and
experiences in the country at various destinations including Greenfield tourist
destinations.
The Ministry launched its Swadesh Darshan scheme in 2014-15 with the
idea to develop tourism infrastructure under identified thematic circuits and
sanctioned 76 projects in the country. The scheme has now been revamped
as Swadesh Darshan 2.0 (SD2.0) with the objective to develop sustainable andresponsible tourism destinations and the Ministry has sanctioned 53 projects
under this initiative in the country. Further, Ministry has also sanctioned 36
projects under ‘Challenge Based Destination Development (CBDD), a sub-
scheme of Swadesh Darshan scheme and 54 projects under ‘Pilgrimage
Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD)’.
In addition, the Government of India under its ‘Special Assistance to
States for Capital Investment (SASCI) – Development of Iconic Tourist Centres
to Global Scale’ sanctioned 40 projects in 23 States for ₹ 3295.76 Crore in the
country in Financial Year 2024-25, with the primary objective to
comprehensively develop iconic tourist centres in the country, branding and
marketing them at global scale.
The details of the projects sanctioned under SD, SD2.0, CBDD, PRASHAD
and SASCI schemes including those at greenfield sites in the country is
annexed.
The scheme guidelines of Swadesh Darshan emphasise the development
of sustainable and responsible tourism at the core of future development and
encourage adoption of principles of sustainable tourism which encourages the
State Governments/UT Administrations to ensure due consultation with local
communities and stakeholders while preparing the projects for development
of destinations.
The Ministry of Tourism is also encouraging the State Governments/
Union Territory Administrations to explore the possibilities of promoting
alternate destinations in order to decongest existing destinations as a
sustainable tourism measure. Ministry of Tourism has envisaged ‘Travel for
LiFE (TFL)’, a program for tourism sector under ‘Mission LiFE’, to create
awareness about sustainable tourism and to nudge the tourists and tourism
businesses to adopt sustainable practices synchronous with nature. In
addition, the Ministry has formulated ‘National Strategy on Sustainable
Tourism’ and ‘National Strategy on Eco-Tourism’ with the vision to position
India as a preferred destination for sustainable & responsible tourism and eco-
tourism globally.
The Ministry of Tourism continues to work closely with the SGs/ UTAs to
promote sustainable and regionally balanced tourism development across the
country.
