L.-33004/99 सी.जी.-डी.एल.-अ.-27012025-260505 CG-DxLx-xEG-I2D7H0x1x2x0 25-260505 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 39] नई दिल्ली, मगं लवार, िनवरी 21, 2025/माघ 1, 1946 No. 39] NEW DELHI, TUESDAY, JANUARY 21, 2025/MAGHA 1, 1946 पर्टय न मत्रं ालर् अधिसचू ना नई दिल् ली, 21 िनवरी, 2025 सा.का.जन. 68(अ).—राष्ट्रपजत, संजवधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजिर्ों का प्रर्ोग करते हुए और पर्यटन मंत्रालर्, उप महाजनिेिक/क्षेत्रीर् जनििे क और सहार्क महाजनिेिक/जनिेिक (समूह ‘क’ पि) भती जनर्म, 2018, िहां तक दक वे उप महाजनिेिक/क्षेत्रीर् जनिेिक के पि से संबंजधत ह,ै को उन बातों के जसवाए अजधक्ांत करते हुए जिन्ह ें ऐसे अजधक्मण से पूव य दकर्ा गर्ा ह ै र्ा करन े का लोप दकर्ा गर्ा है, पर्यटन मंत्रालर् म ें उप महाजनिेिक/क्षेत्रीर् जनिेिक के पि पर भती की पद्धजत का जवजनर्मन करने के जलए जनम्नजलजखत जनर्म बनाते हैं, अर्ायत:- 1. सजं क्षप्त नाम और प्रारंभ- (1) इन जनर्मों का संजक्षप्त नाम पर्यटन मंत्रालर्, उप महाजनििे क/क्षेत्रीर् जनििे क (समूह ‘क’ पि) भती जनर्म, 2025 ह।ै (2) र् ेरािपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. पिों की सख्ं र्ा, वगीकरण, और वते न मट्रे रक्स म ें स्ट्तर- उि पि की संख्र्ा, उसका वगीकरण, तर्ा वेतन मेट्ररक्स म ें स्ट्तर वही होगा िो इन जनर्मों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ियष्ट ह।ैं 3. भती की पद्धजत आर्-ु सीमा, अहतय ाएं आदि- भती की पद्धजत, आर्-ु सीमा, अहतय ाएं और इस पि से संबंजधत अन्र् बातें व े होंगी िो पूवोि अनुसूची के स्ट्तभं (5) से स्ट्तंभ (13) में जवजनर्िष्टय ह।ैं 4. जनरहतय ा– वह व्यजि 527 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) जिसने ऐसे व्यजि स ेजिसका पजत र्ा जिसकी पत्नी िीजवत ह,ै जववाह दकर्ा ह;ै र्ा (ख) जिसने अपन े पजत र्ा अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजि से जववाह दकर्ा है, उि पि पर जनर्ुजि का पात्र नहीं होगा: परन्तु र्दि केन्रीर् सरकार का र्ह समाधान हो िाता ह ै दक ऐसा जववाह उस व्यजि के अन्र् पक्षकार को लाग ू स्ट्वीकार्य जवजध के अधीन अनुज्ञर्े ह ै और ऐसा करने के जलए अन्र् आधार ह ैं तो वह दकसी व्यजि को इस जनर्म के प्रवतनय स े छूट ि े सकेगी। 5. जिजर्ल करन े की िजि- िहां केंरीर् सरकार की र्ह रार् ह ै दक ऐसा करना आवश्र्क र्ा समीचीन है, वहां वह उसके जलए िो कारण ह,ैं उन्ह ेंलेखबद्ध करके, तर्ा संघ लोक सेवा आर्ोग से परामिय करके, इन जनर्मों के दकसी उपबंध को दकसी वगय र्ा प्रवगय के व्यजिर्ों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 6. व्यावजृ त्त– इन जनर्मों की कोई बात ऐसे आरक्षण, आर्ु-सीमा में छूट और अन्र् ट्ररर्ार्तों पर प्रभाव नहीं डालेगी, जिनका केंरीर् सरकार द्वारा इस संबंध में समर्-समर् पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतर्ों, अनुसूजचत िनिाजतर्ों, अन्र् जपछड ेवगों, भूतपूवय सैजनकों और अन्र् जविषे प्रवग यके व्यजिर्ों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि सख्ं र्ा वगीकरण वते न मट्रे रक्स म ें चर्न सीध े भती दकए सीध े भती दकए स्ट्तर अर्वा िान े वाल े िान ेवाल ेव्यजिर्ों अचर्न पि व्यजिर्ों के के जलए अपजे क्षत जलए आर्-ु िजै क्षक और अन्र् सीमा अहतय ाएं (1) (2) (3) (4) (5) (6) (7) उप 12* (2025) साधारण वेतन मेट्ररक्स में चर्न लाग ूनहीं होता लाग ूनहीं होता महाजनिेिक/ *कार्यभार के केंरीर् सेवा, स्ट्तर –12 क्षेत्रीर् जनिेिक आधार पर समूह ‘क’ (78,800- पट्ररवतयन दकर्ा रािपजत्रत, 2,09,200 रु.) िा सकता ह।ै अनुसजचवीर् सीध े भती दकए िान े वाल े व्यजिर्ों के जलए पट्ररवीक्षा की अवजध, र्दि कोई भती की पद्धजत, भती सीध े होगी र्ा जवजहत आर् ु और िजै क्षक अहतय ाएं प्रोन्नत व्यजिर्ों हो प्रोन्नजत द्वारा र्ा प्रजतजनर्जु ि/आमले न की ििा म ेंलाग ूहोंगी र्ा नहीं। द्वारा तर्ा जवजभन्न पद्धजतर्ों द्वारा भरी िान े वाली ट्ररजिर्ों की प्रजतितता। (8) (9) (10) लाग ूनहीं होता लाग ूनहीं होता ित-प्रजतित पिोन्नजत द्वारा, अन्र्र्ा प्रजतजनर्ुजि द्वारा, जिसमें अल्पकालीन संजविा भी सजममजलत ह।ै प्रोन्नजत र्ा प्रजतजनर्जु ि र्ा आमले न द्वारा भती की ििा म ें व े श्रजे णर्ा ं जिनस े प्रोन्नजत र्ा प्रजतजनर्जु ि र्ा आमले न दकर्ा िाएगा (11) प्रोन्नजत: (क) ऐसे सहार्क महाजनिेिक िो वेतन मेट्ररक्स (67,700-2,08,700/-रु.) म ें स्ट्तर-11 म ें हो और जिन्होंन े इस ग्रडे म ें पांच वषय की जनर्जमत सेवा की हो; तर्ा[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (ख) सक्षम प्राजधकारी द्वारा जनधायट्ररत सुसंगत क्षेत्रों म ेंसफलतापूवकय प्रजिक्षण परू ा कर जलर्ा हो। ट्रटप्पणी: िहां ऐसे कजनष्ठ अजधकाट्ररर्ों के बारे में, जिन्होंने अपनी अहतय ा र्ा पात्रता सेवा परू ी कर ली है, पिोन्नजत के जलए जवचार दकर्ा िा रहा ह,ै वहां उनके वट्ररष्ठ अजधकाट्ररर्ों के बारे म ें भी जवचार दकर्ा िाएगा, बिते दक उनकी सेवा अपेजक्षत अहतय ा र्ा पात्रता सेवा के आधे से अजधक र्ा िो वषय, िो भी कम हो, से कम न हो और उन्होंन े ऐसे कजनष्ठ अजधकाट्ररर्ों के सार्, जिन्होंन े ऐसी अहतय ा र्ा पात्रता सेवा पहले ही परू ी कर ली है, अगल े उच्चतर ग्रडे में पिोन्नजत के जलए अपनी पट्ररवीक्षा अवजध सफलतापूवयक परू ी कर ली हो। प्रजतजनर्जु ि (अल्पकाजलक सजं विा सजहत): केन्रीर् सरकार र्ा राज्र् सरकारों र्ा संघ राज्र्क्षेत्र प्रिासनों र्ा स्ट्वार्त्त जनकार् र्ा कानूनी संगठन र्ा सावयिजनक क्षेत्र के उपक्म र्ा मान्र्ता प्राप्त जवश्वजवद्यालर् र्ा मान्र्ता प्राप्त अनुसंधान संस्ट्र्ानों के अजधकारी। (क) (i) मलू संवगय र्ा जवभाग म ेंजनर्जमत आधार पर सििृ पि धारण दकए हुए हों; र्ा (ii) मूल संवग य र्ा जवभाग में स्ट्तर-11 (67,700-2,08,700/- रुपर्े) र्ा समकक्ष में जनर्जमत आधार पर पि पर जनर्ुजि के पश्चात पांच वष य की सेवा की हो; और (ख) जनम्नजलजखत िैक्षजणक अहतय ा और अनुभव रखने वाले, अर्ायत्: - (i) दकसी मान्र्ता प्राप्त जवश्वजवद्यालर् र्ा संस्ट्र्ान से स्नातक की जडग्री; (ii) पर्यटन अर्वा प्रचार र्ा प्रिासजनक कार्य के क्षेत्र में िस वषय का अनुभव, जिसमें से केन्रीर् सरकार र्ा राज्र् सरकारों र्ा संघ राज्र् क्षेत्र प्रिासनों र्ा स्ट्वार्त्त जनकार् र्ा कानूनी संगठन र्ा सावयिजनक क्षेत्र के उपक्मों र्ा मान्र्ता प्राप्त जवश्वजवद्यालर् र्ा मान्र्ता प्राप्त अनुसंधान संस्ट्र्ान म ेंपर्यटन के क्षेत्र म ेंकम से कम पांच वष य का अनुभव होना चाजहए। ट्रटप्पण 1: फीडर श्रेणी के जवभागीर् अजधकारी, िो प्रोन्नजत की सीधी लाइन म ें ह,ैं वह प्रजतजनर्ुजि पर जनर्ुजि के जलए जवचार दकए िान े के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनर्ुजि पर आए व्यजि पिोन्नजत द्वारा जनर्ुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 2: प्रजतजनर्ुजि की अवजध (जिसके अंतगयत अल्पकाजलक संजविा भी ह)ै केन्रीर् सरकार के उसी र्ा दकसी अन्र् संगठन र्ा जवभाग में इस जनर्ुजि से ठीक पहल े धाट्ररत दकसी अन्र् बाह्य संवग य पि पर प्रजतजनर्ुजि/अल्पकाजलक संजविा की अवजध साधारणतर्ा चार वषय से अजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनर्ुजि द्वारा जनर्ुजि के जलए अजधकतम आर्ु-सीमा आवेिन प्राप्त होन े की अंजतम जतजर् को 56 वषय स े अजधक नहीं होगी। र्दि जवभागीर् प्रोन्नजत सजमजत ह,ै तो उसकी सरं चनााः भती की दकन पट्ररजस्ट्र्जतर्ों म ें सघं लोक सवे ा आर्ोग स े परामि य दकर्ा िाएगा। (12) (13) समूह ‘क’ जवभागीर् प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार करने के जलए) म ें संघ लोक सेवा आर्ोग से परामि य सजममजलत ह:ै आवश्र्क नहीं ह।ै 1. अध्र्क्ष र्ा सिस्ट्र्, संघ लोक सेवा आर्ोग - अध्र्क्ष; Short title and commencement.--(1) These rules may be called the Ministry of Tourism, Deputy Director General/Regional Director (Group ‘A’ Post), Recruitment Rules, 2025. (2)They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. -- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered in contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Note 2: The period of deputation (including short-term contract), including the period of deputation, in another ex- cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not to exceed four years.
