Parliament Question: Development of Infrastructure for Promotion of Health Research Scheme

SHRIB K PARTHASARATHI: SHRIKESINENI SIVANATH: Will the Minister of HEALTHANDFAMILYWELFAREbe pleasedtostate: (a) the totalnumberof projects approvedbythe Government underthe Developmentof Infrastructure for Promotionof Health Research scheme inthe countrysince its inception,State-wise andyearwise; (b) the detailsof the funds allocated, releasedandutilised underthe said scheme since its inception,State-wise andyear-wise; (c) the detailsregardingthe physical status of approvedprojectsandthe timeline fixed for completionof the ongoingprojects undertakenunderthe scheme; and (d) the detailsof outcomesand keyinitiativesundertakenbythe Union Government and achievementsmade underthisscheme,State-wise,especiallyinAndhra Pradesh? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) As per the provisions of the Central Sector Scheme for ‘Development of Infrastructure for Promotion of Health Research’, projects are approved by Local Research Advisory Committees (LRACs) set up by the Multi-Disciplinary Research Units (MRUs) and Model Rural Health Research Units (MRHRUs) established under the scheme. (b) The Development of Infrastructure for Promotion of Health Research Scheme is a Central Sector Scheme. There is no state-wise allocation of funds of the scheme. The funds are centrally allocated to the Department of Health Research and are released by the Department to the MRUs and MRHRUs for utilizing the funds for Developmentof Infrastructure for Promotion of HealthResearch. (c) The details regarding the physical status of the approved projects and the timelines fixed for completion of the ongoing projects undertaken under the scheme are availableat annexure –I. Practice/Policy Change Research used in Clinical/Public Health Guidelines Key initiativesundertaken bythe Department of HealthResearch: 1. After performance evaluation of MRUs, 08 numbers of well performing MRUs were upgraded to Centres of Research Excellence (CoRE) by injecting additional funds, manpower and laboratory equipment. CoREs are capable of conducting high quality, cutting-edgeresearch. 2. MRUs were established in05PrivateMedical Colleges. 3. Annual Population Based Health Survey has been started under the MRHRU sub- scheme to capture keyhealthindicators beyondNational surveys like National Family HealthSurvey.
