(a) to (d) As per the information provided by National Medical Commission (NMC) the
Guidelines for Under Graduate Courses under Establishment of New Medical Institutions,
Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and
Rating Regulations, 2023 states that it is mandatory for the concerned medical institution to
ensure the availability of essential infrastructure such as lecture halls, laboratories, libraries, and
hostels prior tothe issuance of the Letterof Permission (LoP)for establishment of a newmedical
college.
Similarly, the department-wise faculty requirements in medical colleges are prescribed under the
Undergraduate Medical Education – Minimum Standard Requirements (UG-MSR), 2023. Thequalifications of faculty are governed by the Medical Institutions (Qualifications of Faculty)
Regulations, 2025. Faculty attendance in medical colleges is monitored by the NMC through the
Aadhar EnabledBiometric Attendance System(AEBAS).
(e) Under the National Health Mission (NHM), Public Health and Hospitals being a State
subject, the responsibility for strengthening healthcare systems and recruitment of human
resources rests with the respective State/UT Governments. MoH&FW provides financial and
technical support based on the Programme Implementation Plans (PIPs)submitted byStates/UTs
within the approvedresource envelope.
In order to address of human resources (HR), under NHM, following types of incentives
andhonorarium are providedfor encouraging doctorstopracticeinthe countryunderNHM:
Hard area allowance tospecialist doctors for serving inrural and remote areasand
for theirresidential quarters.
Honorarium to Gynaecologists’/ Emergency Obstetric Care (EmoC) trained,
Pediatricians & Anaesthetist/ Life Saving Anaesthesia Skills (LSAS)trained doctorsis
also provided to increase availability of specialists for conducting caesarean sections
inrural & remote area.
Incentives like special incentives for doctors, incentive for ANM for ensuring
timely ANC check-up and recording, incentives for conducting Adolescent
Reproductive andSexual Healthactivities.
States are also allowed to offer negotiable salary to attract specialist including
flexibilityinstrategies such as"You Quote We Pay".
Non-Monetary incentives such preferential admission in post graduate courses for
staff serving in difficult areas and improving accommodation arrangement in rural
areashave also beenintroduced underNHM.
Multi-skilling of doctors is supported under NHM to overcome the shortage of
specialists. Skill upgradation of existing HR is another major strategy under NHM for
achievingimprovement inhealthoutcomes.
(f) Under two phases of the Centrally Sponsored Scheme for strengthening and up-gradation
of Government Medical Colleges for starting new PG disciplines and increase of PG seats, 511
PG seats have been approved for increase in nine (09) medical colleges in Telangana at an
approved cost of Rs. 324.55 crore. Out of these 511 seats, 92 PG seats have been approved in
Kakatiya Medical College, Warangal—89seats underPhase-Iwith anapprovedcost of Rs.10.45
crore of which full central share of Rs. 7.47 crore has been released; and 3 seats under Phase-II
with anapprovedcost of Rs. 3.59crore against which the centralshare of Rs. 2.15crore hasbeen
released.
Further, State Programme Implementation Plan (SPIP) approved an amount of Rs. 67.16
crore for infrastructure strengthening in rural areas under NHM, and the Central Government
released Rs. 208.82 crore under the Pradhan Mantri Ayushman Bharat Health Infrastructure
Mission (PM-ABHIM) inthe year2024–25tothe State of Telangana.
