SHRI SHANKAR LALWANI: SHRI MANOJ TIWARI: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: a) the present status of implementation of Nagar Van Yojana, including number of Nagar Vans and Nagar Vatikas sanctioned and developed since inception, State/UT-wise, particularly Keonjhar, Nabarangpur, Durgh, Sidhi and Shahdol Lok Sabha Constituencies, Palghar district in Maharashtra and Rajsamand including Nathdwara area, Jalore and Sirohi districts in Rajasthan; (b) the criteria adopted for selection of sites, extent of area covered and support provided per hectare for creation and maintenance of urban forests; (c) whether any mechanisms have been instituted to encourage participation of local bodies, educational institutions and citizens in management of Nagar Vans in the country including the said places; (d) if so, the details thereof, including ecological, biodiversity, climate resilience and social outcomes assessed so far in the country including the said places; and (e) the details of the special drive undertaken or planned in tribal dominated districts in the country including Palghar in Maharashtra for implementation of Nagar Van Yojana? ANSWER MINISTER FOR ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI BHUPENDER YADAV) (a) to (e) : A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (E) OF LOK SABHA STARRED QUESTION NO. 428 DUE FOR REPLY ON 23.03.2026 REGARDING DEVELOPMENT OF NAGAR VAN YOJANA BY SHRI SHANKAR LALWANI AND SHRI MANOJ TIWARI, HON’BLE MEMBERS OF PARLIAMENT (a) The Nagar Van Yojana, implemented by the Ministry of Environment, Forest and Climate Change, is a demand-driven scheme for creation and development of green spaces in urban and peri-urban areas through State/UT Forest Departments. Since inception, Nagar Vans and Nagar Vatikas have been sanctioned across States/UTs based on proposals received and approved as per scheme guidelines. Nagar Vans have been developed in Durg and Rajsamand, and details of all sanctioned projects are placed at Annexure I. (b) Site selection is undertaken by State/UT Governments based on availability of suitable land in urban or peri-urban areas, accessibility, and scope for ecological improvement. Nagar Vans are developed over 10 to 50 hectares, while smaller areas of 1 to 10 hectares are designated as Nagar Vatikas. Financial assistance is provided as per approved norms for plantation using native species, soil and moisture conservation, protection measures, development of basic amenities, and maintenance for a specified period, in accordance with scheme guidelines. (c) & (d) The Nagar Van Yojana framework provides for participation of Urban Local Bodies, Panchayati Raj Institutions, educational institutions and local communities in planning, implementation and management, as per approved project proposals and arrangements made by State/UT Governments. The scheme also contributes to environmental improvement through pollution mitigation, cleaner air, noise reduction, water harvesting and moderation of urban heat island effects. Nagar Vans inter alia provide amenities such as walking and nature trails, seating areas, rest sheds and drinking water facilities etc, offering health and recreational benefits to residents. (e) The Nagar Van Yojana is implemented across States/UTs, including in tribal- dominated districts, based on proposals received from State/UT Governments and subject to approval as per the scheme guidelines. *****Annexure I Annexure referred to in reply of part (a) of the Lok Sabha Starred Question No. 428 regarding ‘Development of Nagar Van Yojana’ raised by Shri Shankar Lalwani and Shri Manoj Tiwari due for reply on 23.03.2026.
