Parliament Question: Development of rural and border tourism circuits

GOVERNMENT OF INDIA MINISTRY OF TOURISM RAJYA SABHA STARRED QUESTION NO.224 ANSWERED ON 12.03.2026 DEVELOPMENT OF RURAL AND BORDER TOURISM CIRCUITS 224 SHRI RAGHAV CHADHA: Will the Minister of TOURISM be pleased to state: (a) whether tourism infrastructure investments are concentrated in metro cities and well known destinations and if so, the reasons therefor along with allocations made, expenditure incurred and projects covered during the last three years, year wise; (b) the steps taken to develop rural and border tourism circuits, including the projects sanctioned, funds utilised, completion timelines and improvements in connectivity; (c) whether local communities are being involved in such projects and if so, the details of their participation, skill training and revenue sharing; (d) the outcomes of such initiatives particularly regarding tourist numbers, income generation and local jobs; and (e) the details of monitoring and evaluation systems in place? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) to (e): A Statement is laid on the Table of the House. *******STATEMENT IN REPLY TO PARTS (a) TO (e) OF RAJYA SABHA STARRED QUESTION NO.224 ANSWERED ON 12.03.2026 REGARDING DEVELOPMENT OF RURAL AND BORDER TOURISM CIRCUITS RAISED BY SHRI RAGHAV CHADHA (a) to (e): Development of tourism infrastructure at different destinations including metro cities is primarily done by the concerned State Government (SG)/UT Administration (UTA). However, Ministry of Tourism under its various schemes including ‘Swadesh Darshan (SD)’, ‘Swadesh Darshan 2.0 (SD2.0)’ and ‘Challenge Based Destination Development – CBDD’ (an initiative under Swadesh Darshan scheme) provides financial assistance for development of tourism infrastructure and experiences in the country including in rural and border areas, on receipt of the project proposals from State Governments/UT Administrations, in synergy with the scheme guidelines, Government directions, availability of funds, inter-se priority etc. Similarly, financial assistance to undertake projects is also provided to SGs/UTAs under ‘Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD)’ scheme with the idea to integrate development of identified pilgrimage and heritage destinations and to Central Agencies under ‘Assistance to Central Agencies (ACA)’ for tourism infrastructure development. The above mentioned schemes are approved till March, 2026. A range of components which may enhance tourism facilitation at the destinations are considered for sanctioning, as per project requirement including those related to tourism core products, tourism activities, safety, sanitation, last mile connectivity, parking, general site development, soft interventions like digitization, skilling etc. Implementation of sanctioned projects, as well as the operation and management (O&M) of assets created under the above-mentioned schemes, are undertaken by the respective State Governments, UT Administrations or Central Agencies. No revenue-sharing model is envisaged under these schemes. However, the Ministry encourages State Governments/ UT Administrations to engage with local communities and ensure robust O&M of completed projects so as to increase footfall, generate local employment and enhance overall tourist satisfaction. The Ministry of Tourism has created a Project Monitoring and Information System (PMIS), an online platform for reporting and monitoring progress of the sanctioned projects. Further, regular meetings are also held with the State Governments/UT Administrations at different levels to review the implementation progress of sanctioned projects. Government of India under its ‘Special Assistance to States for Capital Investment (SASCI) – Development of Iconic Tourist Centres to Global Scale’ has also sanctioned 40 projects in 2024-25 withthe primary objective to comprehensively develop iconic tourist centres in the country, branding and marketing them at global scale. Further, Ministry of Tourism has put in place the Scheme of “Capacity Building for Service Providers” (CBSP) to provide education, training and certification to the tourism service providers at every level. The main objectives of this initiative are to train and up-grade manpower at every strata of service in order to capitalize on the vast tourism potential of the country to the fullest and to provide professional expertise to the local populace as well as create fresh opportunities for employment generation in the tourism sector both in urban as well as rural areas.
