Will theMinisterofYOUTH AFFAIRS AND SPORTSbepleased to state:-
(a) the special schemes formulated by Government to identify grassroots sporting talent in Punjab
and to train and nurture them to aninternational level;
(b) whether playgrounds, astroturfs, stadiums, training centres and sports hostels are being
developed in theStateunder Khelo India, TOPSorother central schemes;and
(c) if so, the year-wise number of sports infrastructure projects approved and completed in the State
during thelast threeyears, along with thecost thereof?
ANSWER
THE MINISTER OF YOUTH AFFAIRS & SPORTS

(a) to (c) ‘Sports’ being a State subject, the responsibility of development of sports, including
identification of grassroots sporting talent and to train and nurture them to an international level,
development of playgrounds, astroturfs, stadiums, training centres and sports hostels and approval
and completion of sports infrastructure projects, rests primarily with the State/Union Territory
Governments. The Union Government supplements their efforts by bridging critical gaps. The
Ministry of Youth Affairs and Sports implements the following schemes for development of sports
in thecountry, includingintheStateof Punjab:
i. Khelo India –National Programmefor Development ofSports;
ii. Assistanceto National SportsFederations (NSFs);
iii. Cash Incentives toMedal Winners inInternational Sports Events and theircoaches;
iv. National Sports Awards;
v. Pension toMeritorious Sportspersons;
vi. PanditDeendayal Upadhyay National Welfare Program forSportspersons;
vii. National Sports Development Fund;
viii.RunningSports Training centres through Sports Authority ofIndia (SAI); and
ix. National Centre forSports Science andResearch (NCSSR).

The details of various sports facilities under the Khelo India Scheme, such as Sports Infrastructure,
Khelo India Centres (KIC), Khelo India State Centres of Excellence (KISCE) and Khelo India

The details of various sports facilities, provided assistance under National Sports Development

The details of various sports facilities run by Sports Authority of India (SAI), such as National
Centres of Excellence (NCoE), Sports Training Centres (STC), Extension Centres of STCs, across
