Development of Sports Infrastructure in Dhanbad
†22. Shri Dulu Mahato:
Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether the Government is aware that despite the presence of
exceptional talent in archery and football in rural and tribal areas of
Dhanbad (such as Tundi and Topchanchi), there is not a single SAI
Training Centre in the district;
(b) the reasons for the inordinate delay in approving a state-of-the-art
sports complex under Khelo India scheme for the youth of this major
industrial cluster;
(c) whether the tribal players of Dhanbad, who have won medals at
national and State level, are being provided the benefits of any special
Central scholarship or financial incentive scheme for advanced training,
sports kits and nutritional support; and
(d) whether the Government has any time-bound plan to upgrade the
dilapidated Digwadih and Golf Ground stadiums of Dhanbad under the
infrastructure development fund of 'Khelo India'?
ANSWER

(a) and (b) ‘Sports’ being a State subject, the responsibility for
development of sports, including establishment of sports training
centres and development of sports infrastructure, rests primarily with
the respective State/Union Territory Governments. The Union
Government supplements these efforts by bridging critical gaps. At
present, there is no Sports Authority of India (SAI) Training Centre (STC)
Page 1 of 2in Dhanbad district, Jharkhand. However, SAI is operating two STCs in
the State of Jharkhand at Hazaribagh and Ranchi, imparting training in
disciplines such as Archery, Football, Hockey and Athletics. Athletes are
inducted into these Centres through a transparent selection process
from across the country, with due representation to eligible athletes
from the State of Jharkhand.
Further, the Khelo India Scheme is demand-driven scheme. Proposals
received from the State/UT Governments and other eligible entities are
considered for financial support subject to their completeness, technical
feasibility, infrastructure gaps, sporting potential, readiness for
implementation and availability of funds under the Scheme.
(c) Sportspersons identified under the schemes implemented by this
Ministry, including those from rural, tribal and backward areas, are
provided comprehensive support in accordance with the approved
scheme norms. The support includes expert coaching, sports equipment,
sports science and medical support, boarding and lodging, sports kits,
competition exposure, educational expenses, medical insurance and
stipend for their training and development.
(d) No such proposal is under consideration in this Ministry.
