Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether the Government is considering to implement any special
scheme to upgrade the Sports infrastructure of the Directorate of Student
Affairs (DSA), Silchar under the Khelo India Scheme;
(b) if so, whether the Government has made any assessment regarding the
present sports facilities of DSA, Silchar, if so, the details of the major
shortcomings found in these facilities;
(c) whether the Government is formulating any comprehensive action plan
to modernize sports facilities and upgrade training centres and if so, the
details thereof;
(d) whether the Government is considering to upgrade stadium, athletic
track and other facilities in DSA, Silchar with the assistance of the State
Government of Assam and if so, the details thereof along with the budgetary
provision made and the time limit fixed in this regard?

(a) to (d) ‘Sports’ being a State subject, the responsibility of development of
sports, including assessment of current sports facilities and upgradation of
sports infrastructure, rests primarily with the respective State/Union
Territory Governments. The Union Government only supplements their
efforts by bridging critical gaps. There is no such proposal under
consideration in this Ministry to upgrade the sports infrastructure of District
Sports Association (DSA), Silchar. However, the Khelo India Scheme and
National Sports Development Fund (NSDF), implemented by this Ministry,
under which financial assistance for development of sports infrastructure is
