DEVELOPMENT OF TALGARIA RAILWAY STATION AS A SATELLITE STATION
*363. SHRI DULU MAHATO:
Will the Minister of RAILWAYS be pleased to state:
(a) whether any representation has been received to develop Talgaria
station under South Eastern Railway as a satellite station for the
Bokaro-Chas region and if so, the details thereof;
(b) whether the Government has assessed the techno-economic feasibility
of utilising the Talgaria-Tupkadih line to mitigate engine reversal and
line congestion at Bokaro Steel City station and if so, the details
thereof;
(c) whether any traffic survey has been conducted for providing halts to
major Delhi-Odisha route trains and expanding loop lines at this station
and if so, the details of action taken thereon; and
(d) whether the Government proposes to include this station under the
'Amrit Bharat Station Scheme' to enhance connectivity for the industrial
population of the region and if so, the details thereof?

(a) to (d): Talgaria Station is situated on Bokaro- Adra section of South
Eastern Railway about 30 km from Bokaro.
There are 06 lines (2 main lines & 4 loop lines) and 04 high level platforms
at Talgaria Station. Average daily footfall at Talgaria Station is about 200
passengers. This station is presently being served by 04 train services as
under:

At Talgaria station, all passenger facilities like platform shelter, urinal,
lavatory, waiting hall, drinking water arrangement, seating arrangement,
Foot Over Bridge etc. are available. The works of high-level platform,
platform shelter, booking office cum waiting hall, toilet, water booth,
Divyangjan ramp at platform no. 1 and 3 m Foot Over Bridge have been
completed in recent years.Talgaria Station
To augment capacity of Talgaria Station, Doubling of Talgaria – Bokaro
North Cabin section (38 Km) has been recently completed. Work for
doubling of Bhojudih – Talgaria section (12.5 Km) has been taken up to
augment the capacity further.
There are 09 lines & 03 high level platforms existing at Bokaro Steel City
Station. Further, Bokaro Steel City Station has been identified for
development under Amrit Bharat Station Scheme. At this station, the
following works have been taken up:
One additional island platform
One additional line
Extension of one platform
Improvement of station building
Surfacing of platform no. 1, 2 & 3
Escalators
new waiting hall
retiring room
Parking, approach road, entry/exit gate, boundary wall
Tactile pathway for Divyangjan at platform no. 1 and improvement of
Divyangjan toilet at platform no. 2
Bokaro Steel City StationTo augment capacity of rail network at Bokaro station, following works
have been taken up:
Bokaro Steel City – Bokaro North Cabin (3.75 Km) 3rd and 4th line
work.
Bokaro Steel City – Damrughutu 3rd& 4th line and
Damrughutu – Barbenda(30Km) doubling

Further, Talgaria is also connected to Adra by 18013/14 Adra-Bokaro Steel
City Express which is further connected to Delhi and Puri/Bhubaneswar by

Besides, provision of stoppages of train services depends on the traffic
justification, operational feasibility including availability of extra time on
the section & availability of matching infrastructure such as Platform
length etc.
The proposals for development of Station as a satellite station are
examined with respect to assessment of passenger footfall, traffic trends,
and earnings of station, keeping in view future growth, and requirements of
further development.
The feasibility of developing Talgaria Station as a satellite terminal has
been taken up.

Railway Budget:
Budget allocation in the recent years has increased significantly. Budget
allocation for infrastructure projects falling fully/partly in the State of
Jharkhand is as under:-

As on 01.04.2025, 26 projects (9 New Lines and 17 Doubling), of total

stage, out of which, 598 km length has been commissioned and an
expenditure of ₹15,845 crore has been incurred upto March, 2025. The

Sanction of any railway project depend upon many parameters/factors
which include the following:
Anticipated traffic projections and Remunerativeness of the proposed
route
First and last mile connectivity provided by the project
Connection of missing links and providing additional route
Augmentation of congested/saturated lines
Demands raised by State Governments/Central Ministries/Public
representatives,
Railway’s own operational requirements
Socio-economic considerations
Overall availability of funds
Completion of Railway project/s depends on various factors which include
the following:
Land acquisition by State Government
Forest clearance
Shifting of infringing utilities
Statutory clearances from various authorities
Geological and topographical conditions of area
Law and order situation in the area of project site
Number of working months in a year for particular project site etc.
All these factors affect the completion time and cost of the project/s.Amrit Bharat Station Scheme:
Development / redevelopment / upgradation / modernisation of stations on
Indian Railways is a continuous and ongoing process and works in this
regard are undertaken as per requirement, subject to inter-se priority and
availability of funds. Development / redevelopment / upgradation /
modernisation of a station is carried out based on category of
station/condition/traffic handled etc.
Representations / suggestions / proposals, both formal and informal for
Railway projects / Works across the country are received on the basis of
demands raised by State Governments, Members of Parliament, Ministries
of Central Government, elected representatives, Railways' own
requirements, organizations / rail users etc., at various levels including
Railway Board, Zonal Railways, Division office etc. Receipt of such
suggestions / representations is a continuous and dynamic process and
these are examined and action as found feasible and justified is taken from
time to time.
Ministry of Railways has launched Amrit Bharat Station Scheme for
redevelopment of stations with a long-term approach.
The scheme involves preparation of master plans and their implementation
in phases to improve the stations. The master planning includes:
Improvement of access to station and circulating areas
Integration of station with both sides of city
Improvement of station building
Improvement of waiting halls, toilets, sitting arrangement, water
booths
Provision of wider foot over bridge/air concourse commensurate with
passenger traffic
Provision of lift/escalators/ramp
Improvement /Provision of platform surface and cover over platforms
Provision of kiosks for local products through schemes like ‘One
Station One Product’
Parking areas, Multimodal integration
Amenities for Divyangjans
Better passenger information systems
Provision of executive lounges, nominated spaces for business
meetings, landscaping, etc. keeping in view the necessity at each
station.The scheme also envisages sustainable and environment friendly solutions,
provision of ballastless tracks etc. as per necessity, phasing and feasibility
and creation of city centre at the station in the long term.
So far, 1,338 stations have been identified for development under the Amrit
Bharat Station Scheme. Out of these, 57 stations are located in Jharkhand.

Development works at railway stations under Amrit Bharat Station Scheme
in Jharkhand have been taken up at a good pace. Details of stations

The activities for development at other stations have also been taken up at
good pace and progress of some of the above stations is as given below:
Kumardubi station: The structural work of new station building,
retiring room, waiting hall, toilet and booking counter have been
completed. The finishing works of new station building, improvement
of circulating area and signage have been taken up. Balsiring station: The works of improvement of station building,
platform shelter, parking, approach road, Divyangjan toilet and ticket
counter have been completed. The works of platform surfacing and
Foot Over Bridge have been taken up.
Bano station: The works of improvement of station building,
circulating area, approach road, station lighting and ramp have been
completed. The works of platform shelter, platform surfacing, drinking
water booth and Divyangjan toilet have been taken up.
Tatisilwai station: The works of improvement of station building,
entrance porch, platform shelter, waiting hall, circulating area,
approach road and signage have been completed. The work of Foot
Over Bridge has been taken up.
Stations are selected based on the proposals received from Zonal
Railways, stations located in major cities and places of tourist and
pilgrimage importance.
Development / Upgradation of stations is complex in nature involving safety
of passengers & trains and requires various statutory clearances such as
fire clearance, heritage, tree cutting, airport clearance etc. The progress
also gets affected due to brownfield related challenges such as shifting of
utilities (involving water/sewage lines, optical fibre cables, gas pipe lines,
power/signal cables, etc.), infringements, operation of trains without
hindering passenger movement, speed restrictions due to works carried out
in close proximity of tracks and high voltage power lines, etc. and these
factors affect the completion time.
Development / Upgradation / Modernization of stations including Amrit
Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer
Amenities’. The details of allocation and expenditure under Plan Head-53
are maintained Zonal Railway-wise and not work-wise or station-wise or
state-wise. Jharkhand is covered under the jurisdiction of three railway
zones, namely, Eastern Railway, East Central Railway and South Eastern
Railway. For these zones, an allocation of ₹ 1,469 crore has been made for
the financial year 2025-26, out of which an expenditure (up to February,
2026) of ₹ 1,447 crore has been incurred so far.
