Digital Land Records

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether farmers and landowners are able to access land records online in the
country, if so, the details thereof along with the accessibility measures adopted
therefor;
(b) whether banks and financial institutions have been integrated with digital
land records to facilitate faster agricultural and property loans, if so, the details thereof
including the benefits observed occurred therefrom;
(c)whether the Government is aware that geo-referencing and precise boundary
mappingtechnologies are being used to minimise boundary disputes, if so, the details
thereofandprogress achieved therein;
(d) whether awareness programmes are being conducted to educate rural citizens
regarding use of digital land records and unique land identification numbers, if so, the
details thereof;
(e) whether privacy and data protection safeguards have been incorporated while
storing land ownership information digitally, if so, the details thereof; and
(f) whether the Government has evaluated challenges faced by States in implementing
the scheme, including legacy record issues and technical constraints, if so, the details
thereof and corrective measures taken in this regard?

(a) to (f): A Statement is laid on the Table of the House.
Statement referred to in reply to Parts (a) to (f) of the Lok Sabha Starred
Question No. 253 due for answer on 10.03.2026.
1(a) Yes Sir. Government of India has been implementing a comprehensive
programme for digitization/computerization of land records/registration process in the
country by the name of Digital India Land Records Modernization Programme
(DILRMP) with 100% financial assistance from Central Government since 2016-17.
The objective of the programme is to develop a modern, comprehensive and
transparent land record management system in States/UTs to inter-alia provide real-
time information on land to citizens and enable sharing of information with various
organizations/agencies. Since, Land and Land Revenue, including maintenance of
land records is a Statesubject listed at Sl. No.18 & 45 of State List (List II) of the
7th Schedule of the Constitution wherein land revenue is governed by State specific
Acts/Rules/Regulations, the land records data have been made available by the
respective States/UTs on their portals.
As per Management Information System(MIS) of DILRMP, Record of Rights (RoRs)
are available online for download by the citizens in 31 States/UTs. State/UT wise
details of portals are attached at Annexure-I.
(b) Yes Sir. Though there is no separate component for integration of banks and
financial institutions with land records under DILRMP, about 16 States viz. Telangana,
Tamil Nadu, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Karnataka,
Kerala, Madhya Pradesh, Punjab, Sikkim, Tripura, Uttarakhand, Uttar Pradesh and
West Bengal have provided access to banks to facilitate farmers in obtaining faster
agricultural and property loans from bank. This online facility enables banks to check
the veracity of the loan applications leading to faster loan approval. This linkage also
helps farmers to check if any land is under mortgage facilitating informed decision
making before buying land.
(c) Yes Sir. Digitization and Geo-referencing of Cadastral Maps is done as part of
DILRMP programme in order to fix precise boundaries to minimize boundary disputes.
As on date, 43 Crore land parcels (74%) out of 58 Crore land parcels have been geo-
referenced. State/UT wise details are attached at Annexure-II.
(d) Yes Sir. States/UTs are provided funds under Training & Capacity Building, IEC
and Evaluation Studies component of DILRMP to create awareness at the revenue
village, gram panchayat, tehsil, district and State levels in different media and forums
to highlight the success stories of the Programme through newspapers, radio,
television, cinema slides, posters, video films, road shows, publications, literature, etc.
(e) The digitized online land records are updated and maintained by the respective
States/UTs incorporating rolebased access, secure servers and data protection
measures as per prescribed IT norms. Since, Land and Land Revenue, including
maintenance of land records is a State subject, no land record data of the States/UTs
is maintained centrally by the Ministry. The same are stored on the servers of
respective State/UT.
(f) Yes Sir. The Department has conducted evaluation of DILRMP in all the
States/UTs through independent Institutions/Organizations in the year 2024-25. The
evaluation studies have found that basic digitization of land records has been largely
achieved. Between 2021-22 and 2024-25, computerisation of agricultural land records
rose from 91 to 97 per cent and digitisation of cadastral maps from 68 to 97 per cent
2across the States/UTs except some North Eastern states. The challenge in digitization
of land records in the North East States is community ownership of lands especially in
schedule VI areas. The Department has initiated a study to find out challenges in
digitization of land records in these areas. The Department has also engaged National
Informatics Centre (NIC) for resolving the technical constraints faced by the
States/UTs in implementation of DILRMP.
Under DILRMP, provisions are already there to digitise the legacy records of Revenue
and Registration Departments. Further, the Department of Expenditure, Government
of India has made provisions for incentivising the States/UTs for making their
Registration legacy records online, searchable and available for download by the
citizens under Special Assistance to States for Capital Investment (SASCI) during
Financial Year 2024-25 and 2025-26.
