Parliament Question: Digital Monitoring Portals and Mobile Applications for JJM and SBM

SHIVAJI BANDAPPA KALGE: Will the Minister of JAL SHAKTI be pleased to state: (a) whether the Government has launched digital monitoring portals and mobile applications for the Jal Jeevan Mission (JJM) and the Swachh Bharat Mission (SBM); (b) if so, the details thereof along with the number of States in which these initiatives have been implemented, particularly with respect to Latur, Chhatrapati Sambhajinagar and Ahilyanagar districts of Maharashtra; (c) whether these technologies have improved public grievances, redressal and services and if so, the details thereof; and (d) the manner in which transparency is likely to be increased through these digital platforms in the future along with the way in which the said districts of Maharashtra are also likely to be benefitted therefrom? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) to (d) Since August 2019, Government of India, in partnership with States, is implementing Jal Jeevan Mission (JJM)-Har Ghar Jal to enable every rural household in the country to have assured potable water through tap connection at a service level of 55 litre per capita per day (LPCD), of prescribed quality (BIS:10500), on regular and long-term basis. The Union Cabinet has approved the extension of the JJM 2.0 by December, 2028 with an enhanced outlay and a restructured implementation framework focusing on structural reforms in rural drinking water supply sector. Page 1 of 2This Department has developed Integrated Management Information System (IMIS) digital portal and mobile app for Jal Jeevan Mission (JJM) to strengthen transparency, data accuracy and real-time review. Under JJM, the IMIS and online dashboards are functional at Panchayat, District Water and Sanitation Mission (DWSM), State Water and Sanitation Mission (SWSM) and National levels in all States/UTs including Maharashtra. To ensure the authenticity of data on the IMIS portal, the Department has implemented a multi- layered verification mechanism. This includes mandatory Aadhaar seeding of beneficiaries, Geo-tagging of assets through Sujalam Bharat App, Uploading of pipelines on PM-GatiShakti Portal. Similarly, under Swachh Bharat Mission (Grameen), Department has also developed SBM-G Portal & Dashboard – A centralized portal (http://swachhbharatmission.ddws.gov.in) and dashboard (http://sbm.gov.in/sbmgdashboard/statesdashboard.aspx) for monitoring progress under SBM (G) at the National, State, District, Block and village levels including Maharashtra. The SBM(G) Dashboard captures the progress of all States/UTs including Maharashtra on various components of SBM (G) including Open Defection Free (ODF) Plus status, construction of Individual Household Latrines (IHHLs) and Community Sanitary Complexes (CSCs), Solid and Liquid Waste Management (SLWM) assets and Information, Education & Communication (IEC). Two mobile apps viz, mSBM & SBM 2.0 have been developed under SBM(G). mSBM Mobile applications have been developed under SBM (G) which are used for geo-tagging of IHHL and geo-tagging of SLWM assets (including CSCs) respectively. SBM 2.0 mobile application also captures assets constructed under the programme. The Government has operationalised Jal Seva Aankalan- Gram Panchayat–led, community- owned functionality assessment mechanism under the Jal Jeevan Mission, aimed at strengthening rural drinking water service delivery. With a large number of schemes now functional, the initiative focuses on assessing the availability, regularity, adequacy and quality of water services at the village level through structured community discussions, Gram Sabha validation and digital data capture. ***** Page 2 of 2
